Pro-gun activists are planning to march from Virginia into Washington, D.C., on July 4 as part of an open carry demonstration that could bring thousands of illegally displayed weapons into the nation's capital.

The event, coordinated by libertarian radio host Adam Kokesh and advertised as an"Open Carry March on Washington," is hoping to bring upward of 10,000 demonstrators ready to say "in the SUBTLEST way possible that we would rather die on our feet than live on our knees."

The subtlety will apparently be exhibited by breaking Washington, D.C., law, which does not issue any permits to carry firearms openly or in any other manner.

"We will march with rifles loaded & slung across our backs to put the government on notice that we will not be intimidated & cower in submission to tyranny," the event's description reads on Facebook. "This will be a non-violent event, unless the government chooses to make it violent. Should we meet physical resistance, we will peacefully turn back, having shown that free people are not welcome in Washington, & returning with the resolve that the politicians, bureaucrats, & enforcers of the federal government will not be welcome in the land of the free."

While an earlier version of the event's listing described it as an "act of civil disobedience, not a permitted event," according to an update on May 6, there will be "coordination with D.C. law enforcement prior to the event" now that the march has gained momentum.

"I will recommend that they do the best they can to honor their oaths and escort us on our route," Kokesh wrote on Facebook. "Failing to provide that commitment to safety, we will either be informed that we will only be allowed up to a certain point where we would be arrested."

DHS Seeks Millions More Rounds of Ammunition

The Department of Homeland Security has released a market survey asking companies if they are able to provide 2 million rounds of ammunition within a short time period, increasing concerns that the federal agency is continuing its arms build up in preparation for domestic unrest.

With the DHS already having committed to purchasing over 1.6 billion bullets over the course of the last year, a “request for information” on “reduced hazard training ammunition” posted on the FedBizOpps website quizzes bullet manufacturers on how fast they can supply large quantities of ammo;

- Are you capable of producing large quantity orders of any training caliber specified with a short turnaround time of 30-60 days?

- What would your lead time be for an order of 2 million rounds of a single type listed above?

- If you were awarded a contract for some of the calibers listed above, submitted a production lot of one million rounds and that lot or portion of the lot was not accepted, would you be able to replace that order with an additional one million rounds within 60 days?

The DHS’s apparent urge to find companies that can supply them with millions of rounds of ammunition within a short time frame will do little to calm concerns that the federal agency is making contingency plans for riots or some form of social dislocation.

Joe Biden says the president of the United States is preparing to take "executive actions" to deal with guns.

Vice President Biden told White House allies in the gun control fight Thursday that President Obama will be announcing new executive actions on gun violence in the days after the Senate voted down a gun violence bill.

On a conference call with "stakeholders," Biden told gun control advocates that the fight is not over and that eventual action on gun control will come. Press were not invited to the conference call; a participant provided BuzzFeed with access.

"Look I know you're going to say that I'm just being an optimist and I'm trying to put a good face on this. But you know I've been around here a long time and we've already done, because of you, some really good things," Biden said. "Number one, the president is already lining up some additional executive actions he's going to be taking later this week."

After the Newtown shootings, Obama took a number of executive actions to expand research into gun violence and other areas favored by the gun control community. He took the actions without Congressional approval, leading to outrage by some conservatives.

President Barack Obama delivered an impassioned speech Thursday at the memorial service for victims of the Boston Marathon bombing. But that was to be expected. We all know Obama can give a stem-winder. What wasn’t expected was that this would be by far the toughest week of the Obama presidency—the first time I can remember the president being dealt an unequivocal policy defeat. Only the “shellacking” of the 2010 midterm comes close, and even there a case can be made that achieving the decades-old progressive dream of universal health care was worth losing the House of Representatives and a filibuster-proof majority in the Senate.

The flurry of developments in the investigation into the Boston attack, as well as into the Ricin-laced letters sent to the president and Sen. Roger Wicker (R., Miss.), as well as the devastating fertilizer explosion in Texas Wednesday night, as well as whatever other craziness happens in the next 24 hours, may obscure the significance of these past few days for the Obama presidency. But that would be a (somewhat understandable) mistake. Obama’s remarkable run of political luck has come to an end—and by his own hand.

Montana lawmaker Krayton Kerns warns that President Obama’s recent executive orders on gun control could lead to a chilling future scenario where Americans are forced to hand in their firearms in order to receive critical hospital treatment under Obamacare.

 

Republican Kerns, sponsor of a recently passed bill that prohibits “a healthcare provider from refusing or conditioning care if a person refuses to provide information relating to firearm ownership, possession or use,” blogs about his personal experience of ammunition shortages in gun stores before warning that his legislation could represent, “the single act which stands between your fundamental right to keep and bear arms and their confiscation.”

 

“On January 16, 2013, President Obama released 23 “Gun Violence Reduction Executive Actions” of which Action #2, #14, #16, #17, #21, and #22 utilize the national healthcare system to collect gun ownership information. As Obamacare grows over the next decade, unwary citizens will voluntarily divulge firearm ownership information including serial numbers in exchange for routine healthcare. Through the power of incrementalism, placing this information in a federal database seems harmless at first,” writes Kerns.

 

“However, someday in the future, imagine a loved one in your care needing critical medical attention, so you rush into an Obamacare facility because no other option exists. Healthcare enforcers examine your medical records and announce the Public Safety Authority has handed down Rule 1040 declaring all semiautomatic rifles, including .22s, are applicable only for military purposes. TEHRAN (FNA)- The National Rifle Association claims it has obtained a Justice Apartment memo that notes President Obama's gun control initiatives would be ineffective without seizing citizens' assault rifles and requiring a federal gun registration.

It's not clear how the NRA obtained a memo under the name of one of the Justice Department's leading crime researchers, but its authenticity has not neither been challenged by the White House nor Justice Department, RT reported. The NRA is using the memo in advertisements, zeroing in on the statement claiming that the success of universal background checks would depend on "requiring gun registration" and that gun buybacks would not work "unless massive and coupled with a ban." The memo also says that requiring background checks for gun purchases would not be enough to address gun violence and that it could lead to more unlawful weapons sales among those not able to pass or not willing to subject themselves to a background check. Obama has publicly assured gun owners that they would be able to keep their existing assault-style weapons and high capacity ammunition under tighter gun control legislation. However the memo, which was kept private until the NRA got hold of the document, states that exempting already possessed assault weapons wouldn't have much impact on gun violence, since so many rifles of this type are already in the hands of Americans. In televised advertisements across 15 states, the NRA is now citing the nine-page memo as 'proof' that the administration "believes that a gun ban will not work without mandatory gun confiscation." The advertisements have caused heated discussion about the extent that the government wants to take gun control legislation. "Still think President Obama's proposals sound reasonable?" the NRA's chief Washington lobbyist, Chris W. Cox, says in the ad. But a Justice Department official told the Associated Press that the memo does not represent administration policy and that it was simply just an unfinished review of gun violence research. Publicly, Justice Department and White House officials have so far refused to answer any questions about the document. It remains unclear if the memo represents the administration's standpoint or future plans. But in January, White House spokesman Jay Carney promised that Obama's gun control proposals would not take away any weapons from law-abiding Americans or require a national gun registry. The NRA's publication of the memo puts the Justice Department in conflict with the Obama administration's public statements on gun control, further adding to the already-heated debate on how to address gun violence in the aftermath of the massacre in Newtown, Conn. While the NRA has used the memo as a warning of the administration's plans, Joshua Horwitz, executive director of the Coalition to Stop Gun Violence, said the memo is an analysis about gun violence that doesn't seem to indicate any sort of legislative plans by the government. The memo includes data on the frequency of mass shootings, gun violence, and the effectiveness of current legislation. California gun-confiscation program seen as model for nation

A California law that allows authorities to track down gun owners who lost their legal rights to keep their weapons — and then confiscate those firearms — is being heralded as a model for the nation, according to one media report.

The state, which maintains an Armed Prohibited Persons list, is home to more 19,700 gun owners who aren’t allowed to legally possess their firearms, the state’s attorney general said in an United International Press report. The gun owners, the report continues, were once legal carriers but then lost their rights after committing crimes.

Law enforcement is allowed to track down these weapons and confiscate them — and the program has shown substantial success. In the past five years, during various neighborhood sweeps in unmarked vehicles, authorities have captured an estimated 10,000 weapons, UPI reports.

California is the only state in the nation with such a confiscation law, UPI reports. The program is being studied by other states as a possible model for legislation, UPI adds.

To go after the other 19,700 guns on the list would cost California taxpayers about $50 million, Attorney General Kamala Harris says, according to the UPI.

“This is about prevention,” the attorney general said in the UPI report.

AG Holder Begins Implementing Obama’s Executive Orders On Gun Control

The irony of someone like Attorney General Eric Holder taking the first steps on Friday to begin implementing some of Barack Obama’s 23 executive orders is quite telling, especially since he is still embroiled in the midst of a bloody gun running scandal known as Fast and Furious. Holder released three proposals that are “intended to promote public safety, to enhance the efficiency of the National Instant Criminal Background Check System (NICS) operations, and to resolve difficulties created by unforeseen processing conflicts within the system.”


Never mind that Vice President Joe Biden said they didn’t have time to prosecute those that lied on forms that would be submitted as part of purchasing a firearm.

The proposals put forth by the Obama Justice Department include giving local law-enforcement agencies access to the Federal Bureau of Investigations (FBI) gun-sale database. This would also included preserving records of denied weapons sales indefinitely.

Holder argues that there is no longer any need to remove records for storage after ten years and thus they can be kept indefinitely.

Currently, law enforcement is not able to perform a NICS check when transferring, returning, or selling firearms that have been recovered, seized, or recovered. That would all change under the new rules.

Holder’s proposal in this area is in response to the January 16 Presidential memorandum titled, “Improving Availability of Relevant Executive Branch Records to the National Instant Criminal Background Check System.”

Holder wrote in the proposal notice, “The FBI has therefore determined that for NICS’ own internal business operations, litigation and prosecution purposes, and proper administration of the system, NICS shall retain denied transaction records on site. The retention of denied transaction information … will enhance the efficiency and operational capability of the NICS.”

These rules will also give Native American tribes access to the NICS.

So far, the Justice Department is the first to begin implementation of the directives issued by Obama last week. According to the memo, “Within 60 days of issuance of guidance pursuant to subsection (a) of this section, agencies shall submit a report to DOJ advising whether they possess relevant records, as set forth in the guidance, and setting forth an implementation plan for making information in those records available to the NICS, consistent with applicable law.”

Attorney General Eric Holder on Friday released three proposals to strengthen the National Instant Criminal Background Check System (NICS), which was one of the 23 actions ordered by Obama last week to tackle gun violence.
The proposed regulations would give local law-enforcement agencies access to the gun-sale database that is maintained by the FBI. The rules would also preserve records of denied weapons sales indefinitely.
The Brady Handgun Violence Prevention Act already requires federal background checks for gun purchases, but not every firearm sale is covered under the law.
Currently, law enforcement agencies cannot perform a NICS check when transferring, returning or selling weapons that have been confiscated, seized or recovered. The new rules would change that, allowing officials to perform a background check on people who receive those weapons to ensure that they are permitted to own a gun.

Obama ordered the rule change in a Jan. 16 memo that called for “rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun."

The Justice Department isn’t the only part of the administration that has been asked to take action in response to last month’s school shooting in Newtown, Conn. The president has also ordered the Department of Health and Human Services, the Department of Education and the Centers for Disease Control (CDC) to get involved.
One of Obama’s directives was to ensure coverage of mental health treatment in Medicaid and under the healthcare reform law. He also ordered increased training of school staff to help them recognize signs of mental illness.
The CDC, meanwhile, was directed to study the causes of gun violence. The president urged Congress to approve $10 million for the agency to examine whether there are links between shooting sprees and violent entertainment.
Comments on the Justice Department proposals are due by March 28.

Multiple shots reportedly fired at Lone Star College in Houston

DEVELOPING: Lone Star College, located in north Houston, was put on lock down Tuesday after reports of several people being shot and injured on campus, MyFoxHouston.com reported.

Early reports indicated that there were two gunmen. One gunman is believed to be in police custody and the other is on the run.

Paramedics are on the scene and are treating several victims. Students could be seen being led out of the sprawling campus with their hands on their heads. Police SWAT teams were searching the campus.

An emergency alert was sent to students advising them and faculty to take immediate shelter and not to enter the campus until notified further. Other local school were also placed on lock down.

NY Democrat pleads with Republican not to share document proposing confiscation of guns

 

The State of New York this week passed some of the strictest gun control laws in the United States, effectively outlawing 'assault weapons' and limiting the size of magazines.

 

But if Republican Assemblyman Steve McLaughlin is to be believed, the New York State Democrats would have gone further if they could have. Much, much further.

In a video posted to his Facebook page, McLaughlin has shared the information of a 'secret' Democrat proposal not simply to make the purchasing of the crudely monikered 'assault weapons' illegal in New York, but also to engage in a mass confiscation programme, removing Americans' weapons from their possession.

"Here it is. This is the video where I was asked to keep the Democrat proposals for the NY SAFE Act away from the public. This list was given to me by a colleague and it is not confidential.

This bill was an attack on the 2nd amendment and the Democrats clearly wanted to dismantle the work of the Founding Fathers. New gun bill proposes citizens to stor their "AR GUNS" in government facilities away from their home!

State Rep. David P. Linsky announced today that he has filed “An Act to Reduce Gun Violence and to Protect the Citizens of the Commonwealth,” comprehensive gun violence prevention legislation aimed at closing loopholes in existing state laws,  requiring mental health background checks, strengthening gun storage requirements, and requiring liability insurance for gun owners.

“This bill is a comprehensive effort to reduce all types of gun violence – murders, intentional shootings, accidental shootings and suicides.  There is not one solution to reducing gun violence – we can’t eliminate it – but there are a lot of common-sense steps that we can take to significantly reduce the everyday tragedy of gun violence and deaths,” said Linsky.

Following a series of tragedies, Linsky invited members of the House and Senate to discuss how gun violence could be reduced in the Commonwealth. Over 150 members and staff attended the meeting, representing a wide array of viewpoints including gun owners, former members of the military, nurses, parents, hunters, and former teachers.

“I have spoken with hundreds of people over the past few weeks in developing this legislation – victims, police officers, criminologists, physicians, and yes - gun owners and sportsmen,” stated Linsky. “There are a lot of good ideas out there. We should all have one goal – reducing gun violence and trying to keep more tragedies from happening.”

Provisions in the bill include:
·         Having one standard of the issuance of all gun licenses, giving local police chiefs the ability to evaluate all aspects of an application for a gun license.
·         Requires proof of liability insurance for possession of a firearm, rifle or shotgun.
·         Requires that all large capacity weapons and grandfathered assault weapons must be stored at gun clubs or target ranges.
·         Requires live shooting as part of the curriculum for a basic firearms safety course; this is not a current requirement.
·         Requires all applicants for gun licenses and FID cards to sign a waiver of mental health records for review to be destroyed after decision.
·         Imposes 25% sales tax on ammunition, firearms, shotguns, and rifles; dedicates funds towards firearms licensing, police training, mental health services, and victim’s services.
·         Brings Massachusetts into compliance with the National Instant Criminal Background Check System (NICS).
·         Limits gun buyers to one firearm purchase per month.

“Every day in America, 83 people are killed by gun violence.  Many are children.

We need to stop this madness. All of the data shows that you are many more times likely to shoot yourself or someone in your family than you will ever use a gun in self-defense,” further commented Linsky. “It is time for the American people to tell their Legislators that the NRA and the gun manufacturers do not speak for them – even most gun owners believe that we need tighter restrictions on gun ownership. The overwhelming majority of Americans want these measures enacted.”

Linsky served as Chairman of House Committee on Post Audit and Oversight during the 2011-2012 legislative session, and was an Assistant District in Middlesex County for 14 years prior to becoming a State Representative. Since first being elected to the House in 1999 he has been an advocate for effective gun violence prevention and gun safety laws.  He represents Natick, Millis and Sherborn in the House.

Is New York Preparing to Put Gun Owners in Mental Hospitals?

New York governor Andrew Cuomo and Democrats and Republicans have worked out a tentative deal on rolling back the Second Amendment in the state. They have also proposed declaring gun owners mentally ill.

Lawmakers will debate aspects of the new proposals today in the Senate and Assembly, according to NBC in New York.


The deal would further restrict so-called assault weapons and limit the size of rifle magazines from the current 10 to seven bullets.

In addition to mandating the sort of weapons and the size of magazines the government will allow the state’s residents to possess, legislators want to enact a law that would allow “civil confinement” of people considered a threat.

Civil confinement was advocated by former New York governor Eliot Spitzer. The procedure allows the state to commit sex offenders to mental hospitals for life.

New York has signaled it will now apply the procedure to gun owners it deems a threat.

The standard of proof in committal proceedings is generally lower than the beyond a reasonable doubt standard stipulated by the Fifth and Fourteenth Amendments to the Constitution.

Short of actually confining gun owners, the law may be used to deny targeted individuals the right to own firearms after a court determination. For instance, in Oregon, individuals who have been committed are forbidden from owning, buying, or possessing firearms.
