California lawmakers on Monday sent the governor a contentious bill that would impose one of the strictest school vaccination laws in the country in reaction to a recent measles outbreak at Disneyland.
The Senate reaffirmed the bill striking California's personal belief exemption for immunizations on a 24-14 vote. Mississippi and West Virginia are the only two states with such strict requirements in place.

California Considers Punishing Youth Groups Against Homosexuality as ‘Bathroom Bill’ Becomes Law

SACRAMENTO – On the same day that the governor of California signed a bill into law mandating that boys who identify as girls be allowed to use girls’ bathrooms and vice versa, a California committee approved legislation which would cause any non-profit organizations that do not embrace homosexuals to lose tax-exempt status.

Senate Bill 323 (SB323) was first introduced in mid-February by Ricardo Lara, a Democratic state senator from Los Angeles. Lara is himself an open homosexual, as well as a member of the California Legislative LGBT Caucus. According to the bill’s introduction, SB323 would “provide that an organization that is a public charity youth organization that discriminates on the basis of gender identity, race, sexual orientation, nationality, religion, or religious affiliation is not exempt from [state taxes].”
Later in the legislation, approximately 25 youth organizations are specifically listed as entities that would have to embrace these “gender identity” and “sexual orientation” guidelines, or else lose their tax-exempt standing. Little League, Boy Scouts, Cub Scouts, Girl Scouts, Young Men’s Christian Association, Young Women’s Christian Association, Future Farmers of America, Future Homemakers of America, 4-H Clubs, Boys’ Clubs, and Girls’ Clubs are all included.
On Monday afternoon, California’s Committee on Revenue and Taxation held a hearing on SB323, and eventually approved the legislation by a 6-3 vote. Now the bill moves forward to the Committee on Judiciary.

While falsely trumpeting the commitment of state funds to provide limited medical coverage for families living in poverty, California Governor Jerry Brown and the ruling establishment are building the case for cuts to Medi-Cal (California’s Medicaid welfare program) in the coming years.
 
The vehicle of this plan is President Obama’s Affordable Care Act (ACA), also known as ObamaCare, which, beginning January 2014, requires most Americans to buy health insurance or pay a penalty. Democratic politicians have made every effort to sell the health care overhaul as a progressive achievement.

Under the ACA, California would have the option of extending medical benefits to families living at between 100 percent and 138 percent of the federal poverty line, abysmally set at about $22,000 per year for a family of four. The federal government would subsidize the additional cost for the first three years, then scale down its subsidy to 90 percent of such cost by 2020.

At its core, the ACA is aimed at a further privatization and gutting of the health care for ordinary Americans, concealed behind an adequate extension of benefits to poor and working class families.

Medi-Cal serves nearly 9 million people, almost one in four California residents, who depend on the program for access to any kind of health service. The expansion being currently discussed would bring in 1.2 million new enrollees by 2017. While Governor Brown, a Democrat, touts the expansion of Medi-Cal coverage for this layer, the state has the option of withdrawing such coverage at any time. Brown has already made clear that the long-term costs for implementing the coverage are unknown and may undermine California’s precarious budget. There is also the possibility that the federal government may shift costs to the state.

In the next few years, federal support for Medi-Cal will run out, while health care costs will continue to grow rapidly. Given that state funding for medical benefit programs will remain optional, it is reasonable to assume that the option of reducing payments will be exercised. Republican Governor Tom Corbett of Pennsylvania, for instance, has already “opted out” of the expanded Medicaid payments, a decision that will leave between 482,000 and 683,000 adults uninsured.

'Large release’ of methane off Los Angeles coast: gas could be from shift in tectonic plates

March 6, 2013CALIFORNIA - Authorities say a foul odor that spurred calls to fire departments throughout the city on Sunday is possibly the result of the large release of methane in the Santa Monica Bay. Santa Monica Fire said in a department statement that they believe the strong odor was caused by a naturally occurring methane leak below the ocean floor. “This morning there was a large release of natural ocean floor methane released in the Santa Monica Bay,” the statement said. Brian Humphrey, a spokesman for the Los Angeles City Fire Department, said the odor was noted inland from the Santa Monica Bay. Santa Monica fire haz-mat crews detected rather unusual concentrations of odorless methane gas in the air that they believed to be coming from either a patch of pungent algae, or a sulfurous gas-laced methane bubble, said a dispatcher. That may night be the case; however. Sam Atwood, a spokesman for the Air Quality Management District (AQMD), said his agency has not confirmed the Santa Monica Fire Department’s theory. Authorities said that recent changes in water temperature may have caused plankton and algae beds to bloom, releasing methane just below the surface. The gas also might have been produced by a geologic event, such as a shift in tectonic plates. Officials believe either a pocket of stinky algae, or a bubble of methane laced with sulfurous gas, surfaced in the ocean. -ENE News

California gun-confiscation program seen as model for nation

A California law that allows authorities to track down gun owners who lost their legal rights to keep their weapons — and then confiscate those firearms — is being heralded as a model for the nation, according to one media report.

The state, which maintains an Armed Prohibited Persons list, is home to more 19,700 gun owners who aren’t allowed to legally possess their firearms, the state’s attorney general said in an United International Press report. The gun owners, the report continues, were once legal carriers but then lost their rights after committing crimes.

Law enforcement is allowed to track down these weapons and confiscate them — and the program has shown substantial success. In the past five years, during various neighborhood sweeps in unmarked vehicles, authorities have captured an estimated 10,000 weapons, UPI reports.

California is the only state in the nation with such a confiscation law, UPI reports. The program is being studied by other states as a possible model for legislation, UPI adds.

To go after the other 19,700 guns on the list would cost California taxpayers about $50 million, Attorney General Kamala Harris says, according to the UPI.

“This is about prevention,” the attorney general said in the UPI report.

Shooting at Taft High School in California injures one

A pupil at a high school in the Californian town of Taft has been shot and wounded, police say.

The suspected gunman, also a student, was taken into custody, said Ray Pruitt, spokesman for the Kern County Sheriff's Department.

The victim was taken to hospital in an air ambulance, he said.

Early reports suggested that a second person had been wounded, but Mr Pruitt told CNN that this appeared not to be true.

Kern County Fire Department Eric Coughran told KBAK-TV that a second person had received some sort of injury but had refused treatment.

A city official said the incident at Taft Union High School, about 120 miles (190km) north of Los Angeles, occurred shortly after 09:00 local time (17:00 GMT).

Mr Pruitt said the gunman had used a shotgun in the attack in the small town outside Bakersfield, in California's central valley.

Deputies from the local sheriff''s office and officials conducted a search of the school and its grounds to make sure no-one else was involved and all other students are safe.

The shooting comes four weeks after a gunman killed 26 pupils and staff at the Sandy Hook Elementary School in Connecticut.

That incident has provoked a nationwide debate about gun laws in the US.

Vice-President Joe Biden has said his task force on gun control will make its recommendations to President Barack Obama as early as Tuesday.

Former pupils of Taft Union High School include the distinguished US Air Force pilot, General Gordon Graham, the American football player Russell Letlow and the television actress Jeanne Cooper.
