Large locust swarm in Israel heads north

Israeli planes were sent out to spray pesticides over crops and farmland to protect them from the rapacious insects heading into northern Israel Tuesday. Farmers have been on locust alert, using an emergency hot line for sightings, since the swarm entered southern Israel from Egypt after devastating crops there.

Syrian warplanes strike northern city captured by rebels

The air strikes came hours after rebels overran the northern city of Raqqa Monday. At least 20 of rebels and “tens of regular soldiers” were killed in battle and the air strikes. A witness reported that the city center was being bombarded by warplanes. Raqqa is situated on the Euphrates River near the Turkish border. It shelters hundreds of thousands of Syrian refugees from war-torn homes in other parts of the country.

Montana lawmaker Krayton Kerns warns that President Obama’s recent executive orders on gun control could lead to a chilling future scenario where Americans are forced to hand in their firearms in order to receive critical hospital treatment under Obamacare.

Republican Kerns, sponsor of a recently passed bill that prohibits “a healthcare provider from refusing or conditioning care if a person refuses to provide information relating to firearm ownership, possession or use,” blogs about his personal experience of ammunition shortages in gun stores before warning that his legislation could represent, “the single act which stands between your fundamental right to keep and bear arms and their confiscation.”

“On January 16, 2013, President Obama released 23 “Gun Violence Reduction Executive Actions” of which Action #2, #14, #16, #17, #21, and #22 utilize the national healthcare system to collect gun ownership information. As Obamacare grows over the next decade, unwary citizens will voluntarily divulge firearm ownership information including serial numbers in exchange for routine healthcare. Through the power of incrementalism, placing this information in a federal database seems harmless at first,” writes Kerns.

DARPA scientists want to create database of all conversations

Your digital footprint could be getting a whole lot bigger: Pentagon scientists are searching for a way to transcribe every real-world conversation that happens into computer-readable files.

Robert Beckhusen of Wired’s Danger Room says it wouldn’t be unlike a real-life Twitter feed or an “email archive for everyday speak.”

“Imagine living in a world where every errant utterance you make is preserved together,” Beckhusen writes in an article this week that explores a Defense Department project that’s been undertaken by its Darpa laboratories and is now in the hands of a University of Texas computer scientists named Matt Lease.

Least has received a few hundred thousand dollars from Darpa —the US military’s Defense Advanced Research Projects Agency — to help find a way to take cell phone conversations, board room meetings and every miniscule real world back-and-forth and have them digitalized.

The project is being called “Blending Crowdsourcing with Automation for Fast, Cheap and Accurate Analysis of Spontaneous Speech,” and Lease will receive $300,000 in all from the government to work on it after winning a 2012 Young Faculty Award from Darpa last year.

Lease has previously worked with the Pentagon scientists on another project, Effective Affordable Reusable Speech-to-text, or EARS, which had him trying to find a better way to transcribe dialogue into text. Now after winning the respect of Darpa, he’s putting that research to work in hopes of finding a way to streamline all real world conversations into digital transcriptions. And by strategically crowd-sourcing the information, he thinks he might be able to do just that.

A Chinese general who once threatened to use nuclear weapons against hundreds of U.S. cities will visit the Pentagon this week as part of a U.S.-China military exchange program.

Maj. Gen. Zhu Chenghu, who is head of China’s National Defense University, will take part in a “familiarization exchange,” Maj. Catherine Wilkinson, a Pentagon spokeswoman, told the Free Beacon.

“The delegation will visit Hawaii and D.C.,” she said. “A military delegation from the U.S. Pacific Command will visit China later this year for a reciprocal exchange.”

Zhu will lead a group of 10 senior colonels from all branches of the Chinese military, Wilkinson said. She declined to provide the names of the officers.

Zhu is best known for inflammatory comments made to two foreign news reporters in 2005 when he said China would use nuclear weapons against the United States in any conflict over Taiwan.

A State Department spokesman at the time called the comments “highly irresponsible.”

“If the Americans draw their missiles and position [sic]-guided ammunition onto the target zone on China’s territory, I think we will have to respond with nuclear weapons,” Zhu told reporters for the Financial Times and the Asian edition of the Wall Street Journal, according to their July 14, 2005, editions.

The comments raised questions within the Pentagon about the sincerity of China’s policy of not being the first to use nuclear weapons in a conflict.

Zhu’s comments also were the most explicit statement of Chinese strategic intent since 1995 when another general, Xiong Guangkai, implicitly threatened to use nuclear arms against Los Angeles if the United States defended Taiwan in a conflict.

“If the Americans are determined to interfere … we will be determined to respond,” Zhu said.

Government arms race kicks into high gear as DHS buys 2,700 armored vehicles for streets of America

When DHS purchased 1.6 billion rounds of ammunition to be used domestically, inside the USA, and I said this looks like a government agency preparing for war with the American people, I was told, “That’s crazy. The government would never do that.”

When DHS purchased 7,000 full-auto assault rifles to be used inside the United States, calling them “personal defense weapons” that could be used in urban warfare, I was once again told I was crazy for suggesting the government was arming up for war with the American people.

Now DHS has retrofitted 2,717 “Navistar Defense” armored vehicles for service on the streets of America. Click here to see pictures and specs for this vehicle from the manufacturer’s website.

These vehicles, which people who don’t know any better might call “light tanks,” are specifically designed to resist mines and ambush attacks. They use bulletproof windows and are designed to withstand small arms fire, including smaller-caliber rifles such as .223 Remington.

The retrofit was completed in May, 2012, and these 2,700+ armored vehicles are now ready to deploy across the streets of America, reports Modern Survival Blog, the primary source for this story.

DHS drones equipped to eavesdrop on Americans

The US Department of Homeland Security already has an arsenal of drones to be deployed for whatever the agency deems fit, but the actual capabilities of those vehicles exceed what many Americans may expect.

The unmanned drones being used inside of the United States right now can’t shoot Hellfire missiles like their overseas counterparts. They can, however, conduct surveillance, intercept communications and even determine whether or not a person thousands of feet below the aircraft is armed.

The latest revelation comes courtesy of a DHS document that was recently obtained by the Electronic Privacy Information Center, orEPIC, through a Freedom of Information Act request. After analyzing a partially-redacted drone “performance specification” file received through their FOIA plea, EPIC said that records indicate “the Bureau of Customs and Border Protection is operating drones in the United States capable of intercepting electronic communications.”

Of the ten Predator B drones currently maintained by the agency, EPIC adds that the document confirms that those aircraft “have the capacity to recognize and identify a person on the ground.”

Homeland Security Is Serving Warrants Using Mine-Resistant Vehicles

The Department of Homeland Security is using 16 military-style, mine-resistant ambush protected vehicles for use during "high-risk warrants," according to an official spokesman.

The MRAP, as it's known in the U.S. military, was fielded in 2007 to counter the threat of devastating roadside bombs in Iraq and Afghanistan.

The MRAPs were transferred to DHS from the Department of Defense, free of charge. But despite recent reports, they have actually been in service since at least 2008.

"The MRAPs we have are not new," Ross Feinstein, a spokesman for DHS, told Business Insider. "We have been using them for years."

The vehicles are modified for use with the DHS Special Response Team — specially trained, fully armored agents dispatched during the most severe and high risk situations, according to WOAI.

"[The vehicle] is used in the execution of high-risk warrants — including drug trafficking, smuggling, and contraband," Feinstein told Business Insider. "We have 16 MRAPs nationwide."

One of the big issues the central bank faces is the inevitable loss it will have to take when interest rates rise and the value of the Fed's bond portfolio declines.

Although not an economic problem — as "losses" for a central bank are more of an accounting issue — there could be a PR problem when the Fed stops making payments to the Treasury from the interest income it receives on its bond portfolio.

Brutal budget cutting, privatization planned for Detroit

On March 1, Michigan’s governor, Republican Rick Snyder, declared Detroit to be in a state of financial emergency, paving the way for the appointment of an emergency manager who would have dictatorial powers to abrogate labor agreements, gut city services and sell off public assets.

In justifying his decision, the multi-millionaire former venture capitalist and computer mogul said city officials had refused to seriously address the financial crisis.

In fact, Detroit’s Democratic mayor and City Council have been engaged in non-stop budget cutting. But clearly this is not enough for the banks and wealthy bondholders seeking to loot the city, channel public resources to private companies and strip workers of their jobs, wages and pensions.

Snyder cited the findings of the Finance Review Team, a bi-partisan body set up in April to oversee the city’s finances, which concluded that Detroit was unable to meet its debt obligations of $327 million and long-term liabilities of $15 billion.

“The Consent agreement”—the measure established in April 2012 in which the city agreed to partner with a state appointed Financial Review Team to carry out cuts, “did not work,” said Snyder, who added, “They did not bring the urgency to the problem.”

N. Korea vows to scrap ceasefire if South, US continue military drill

North Korea has threatened to scrap the armistice which ended the 1950-53 Korean War if the South and US continue with an ongoing military drill.

"We will completely nullify the Korean armistice," the North's KCNA news agency said, quoting the Korean People's Army (KPA) Supreme Command spokesman.

Pyongyang warned it will cancel the Korean War ceasefire agreement on March 11 if the US and its "puppet South Korea" do not halt their joint drills.

"We will be suspending the activities of the KPA representative office at Panmunjom (truce village) that had been tentatively operated by our army as the negotiating body to establish a peace regime on the Korean peninsula," KCNA quoted the spokesman as saying.

The announcement from Pyongyang comes as South Korean and US troops launched their annual joint military drills on Friday. Some 10,000 US troops and 200,000 South Korean soldiers are currently taking part in the exercises.

Japanese PM prepares for war

Japanese Prime Minister Shinzo Abe’s appeal last week to the example of the Falklands war to justify his tough stance in the island dispute with China is a chilling warning that the fault lines of a new and terrible global conflict are being drawn in Asia.

Abe quoted former British prime minister Margaret Thatcher’s cynical rationale for declaring war on Argentina in 1982 that the “the rule of international law must triumph over the exertion of force.” She proceeded to send the British military into a bloody conflict that cost hundreds of lives on both sides in order to secure a tiny remnant of the British Empire in the South Atlantic.

Abe’s remark is an unmistakeable declaration that his government is prepared to go to war with China to defend its control over the group of uninhabited, rocky outcrops in the East China Sea, known as Senkaku in Japan and Diaoyu in China.

The enormous dangers are obvious. Unlike Argentina, China is a substantial, nuclear-armed power with a large, increasingly sophisticated military. Any armed clash between Japan and China could spiral out of control and draw in other powers, in particular the United States, which has already stated that it would side with Tokyo in a war over the islands.

Jordan bracing for devastating desert locust swarms

AMMONNEWS - Jordan and neighboring countries are bracing this week for an invasion of desert locust swarms moving eastward from Egypt, estimated at over 30 million locusts.

The locusts originated from breeding that has been in progress since November in southeast Egypt, moving north along the Red Sea Coast, and reaching Cairo on Saturday, the UN Food and Agriculture Organization FAO announced.

Netanyahu mulling minor ‘land transfer’ to Palestinians ahead of Obama visit

Prime Minister Benjamin Netanyahu is reportedly mulling transferring responsibility for small areas of West Bank land to the Palestinian Authority as part of a package of major goodwill gestures drawn up by the defense establishment ahead of US President Barack Obama’s upcoming visit to the region.

According to a report in Maariv on Tuesday, the gestures will include the transfer of authority over two access roads — one to the new Palestinian city Rawabi, and the other to the West Bank city of Tulkarem — to full Palestinian control, the approval of building plans for 10 Palestinian villages currently deemed illegal and under threat of being demolished, the release of many of the 123 Fatah prisoners arrested by Israel before the Oslo peace talks, and the transfer of small arms ammunition to the Palestinian security forces.

The report states that the gestures were discussed in the past in talks with Quartet envoy Tony Blair, but Netanyahu rejected them. The defense establishment reportedly drew up the plans while explaining to Netanyahu that the moves would not be a major political liability for the prime minister, but could create a positive global public relations effect.

Netanyahu made brief reference to Israeli concessions in his Monday address to the AIPAC Policy Conference, but focused more on Israel’s imperative to ensure its security.

“Israel is prepared for a meaningful compromise, but as Israel’s prime minister I will never compromise on our security,” Netanyahu told the Washington gathering by satellite feed from Jerusalem, noting that Israel had withdrawn from south Lebanon and Gaza, “and we got terror. That can’t happen a third time.”

“Israel seeks a peace with our Palestinian neighbors, a peace that will end our conflict once and for all,” he insisted, “but that peace must be grounded in reality and in security…. In the Middle East, a peace you cannot defend will not hold for five minutes.”

Netanyahu’s caution was in keeping with US Vice President Joe Biden’s decidedly pessimistic tone on the prospects of Israeli-Palestinian peace talks.

“It’s going to require hard steps on all sides, but we all have a profound interest in peace,” Biden told the conference. “We’ve got to get caught trying,” he quipped, quoting former US president Bill Clinton.

“So we remain deeply engaged. As President Obama has said, while there are those who question whether this goal will ever be reached, we have no apologies for continuing to pursue this goal.”

The United States and Saudi Arabia have presented a united front to Iran and Syria, alerting Iran's leadership that patience over its alleged nuclear ambitions is wearing thin and warning Syrian President Bashar al-Assad that they will boost support to rebels unless he steps down.

John Kerry, the US secretary of state, was in Saudi Arabia on Monday on the latest leg of a nine-nation tour through Europe and the Middle East on his first overseas trip as Washington's top diplomat

In Riyadh on Monday, Kerry reminded Iran that US President Barack Obama has vowed not to allow Iran to get a

nuclear weapon and that he has kept all options, including military options,on the table to prevent that from happening.

The window of opportunity for a diplomatic solution "cannot by definition remain open indefinitely", Kerry said. "There is time to resolve this issue providing the Iranians are prepared to engage seriously on the P5+1 proposal.

But talks will not go on for the sake of talks and talks cannot become an instrument for delay that will make the situation more dangerous,'' he said.

Syrian rebels battled pockets of regime loyalists in the northern city of Raqqa on Tuesday after capturing the governor of the northern province in fierce clashes overnight, activists said.

Rebel fighters pushed government troops from most of Raqqa, a city of some 500,000 people on the Euphrates River, on Monday. If the opposition manages to wrest all of Raqqa from the government, it would mark the first time an entire city has fallen into opposition hands, dealing both a strategic and a symbolic blow to President Bashar Assad’s regime.

The Britain-based Syrian Observatory for Human Rights said opposition fighters captured the governor of Raqqa province, Hassan Jalili, after clashes overnight near the governor’s office in the provincial capital, also named Raqqa. The Observatory said the head of Assad’s ruling Baath party in the province was also in rebel custody.

Observatory director Rami Abdul-Rahman said Jalili is one of the highest-ranking officials to fall into rebel hands since the Syrian crisis began nearly two years ago.

Righting was still raging on Tuesday near an intelligence building in the city as well as several other places, he said, adding that “some of Raqqa is still under regime control.”

Israel envoy urges UN action to stop fire from Syria

Israel will not stand by while its citizens’ lives are in danger, Israel’s Ambassador to the UN Ron Prosor warned in an urgent letter to the UN Security Council Monday, following a weekend that saw three mortars fired from Syria land in the southern Golan Heights.

“Up until now, Israel has displayed restraint. You must act before things deteriorate,” wrote Prosor, adding that the cross-border fire constituted a violation of the ceasefire agreement between Israel and Syria and had potential to stir up the already restive region.

The Saturday incident that saw mortars land near moshav Ramat Magshimim was the deepest and southernmost penetration of Syrian fire into Israeli territory in years. IDF officials believed it to be a case of errant fire. The mortar fire caused no injuries or damage.

Israel promptly filed a complaint with the UN observer force stationed on the Israeli-Syrian border.

Russia and Israel each warn trouble building up on Golan border

At UN Center in New York, Israeli and Russian delegates separately warned Monday, March 4, of a dangerous situation developing in the area of separation on the Golan captured by Israel in the 1967 war. Syrian troops were forbidden to enter this area under a ceasefire formalized in 1974 between Syria and Israel.

Israeli UN Ambassador Ron Prosor complained to the Security Council about five shells fired from this very area which landed in Israel Saturday, March 2. "Israel cannot be expected to stand idle as the lives of its citizens are being put at risk by the Syrian government's reckless actions," Proser wrote in a Note to the council. "Israel has shown maximum restraint thus far."

Russia’s UN Ambasador Vitaly Churkin then spoke of “a very new and dangerous phenomenon” of armed groups operating in the Golan area of separation. “It’s something which potentially can undermine security between Syria and Israel,” said Churkin, who is acting Security Council president for March. He pointed out that the UN peacekeeping force is unarmed and unable to cope with this new situation. Israel and Syria are technically in a state of war.
