The military could soon be patrolling the streets of Chicago, Illinois if a local lawmaker has her way. State Rep. Monique Davis has asked the governor to deploy the National Guard among an epidemic of violent crime.
Davis, a 76-year-old Democrat who represents Chicago in the Illinois House of Representatives, said Tuesday that Gov. Pat Quinn should order both the Illinois State Police and the Illinois National Guard to assist with law enforcement efforts in her city aimed at curbing crime.
More than 100 people have been shot in only the first 10 days of July. Twenty people were shot during a single evening last month, and at least 72 victims were either injured or killed by guns during the Fourth of July weekend. Last year, a homicide tally that surpassed the 500-person mark set a new record for the city of Chicago. In a Tuesday news conference in Springfield, Illinois, Rep. Davis asked the governor to consider exploring new options.
I am requesting with this press conference that Gov. Patrick Quinn order the Illinois National Guard (and) the Illinois State Police (to) come to Chicago and work with our mayor Ron (sic) Emanuel to provide safety for the children, especially,” she said at the event, a local CBS station reported.
Gov. Quinn did not immediately respond to the state senator’s request, but in recent days has rallied for efforts that he hoped would have brought violence down in the Windy City. Last week Gov. Quinn said he was using his "constitutional authority to address serious public safety issues” when he made a handful of amendatory changes to a House bill that he hoped would decrease violent crime. Those alterations were rejected, however, and this week Illinois became the last state in the US to lift a prohibition against carrying concealed firearms.
Rep. Brandon Phelps, another Democratic state lawmaker, said residents “finally get to exercise their Second Amendment rights” with gun owners now legally able to carry a concealed weapon.

WARNING!!! Obama Requests 15,000 Russian Troops For “Upcoming” Disaster

An unsettling report prepared by the Emergencies Ministry (EMERCOM) circulating in the Kremlin today on the just completed talks between Russia and the United States in Washington D.C. says that the Obama regime has requested at least 15,000 Russian troops trained in disaster relief and “crowd functions” [i.e. riot control] be pre-positioned to respond to FEMA Region III during an unspecified “upcoming” disaster.
According to this report, this unprecedented request was made directly to Minister Vladimir Puchkov by US Department of Homeland Security (DHS) Director Janet Napolitano who said these Russian troops would work “directly and jointly” with her Federal Emergency Management Agency (FEMA), part of whose mission is tosecure the continuity of the US government in the event of natural disasters or war.
Important to note, this report says, is that FEMA Region III, the area Russian troops are being requested for, includes Washington D.C. and the surrounding States of Maryland, Pennsylvania, Virginia and West Virginia, “strongly suggesting” that the Obama regime has lost confidence in its own military being able to secure its survival should it be called upon to do so.
In his public statements, yesterday, regarding these matters Minister Puchkov stated, “We have decided that the US Federal Emergency Management Agency and Russia's Emergencies Ministry will work together to develop systems to protect people and territory from cosmic impacts,” and further noted that his meeting with DHS Director Napolitano also covered other kinds of natural emergencies, such as recent years' extreme weather in both Russia and United States.
In this EMERCOM report, however, Minister Puchkov notes that the Russian troops being requested by the Obama regime would “more than likely” be paired with US-DHS troops who last year purchased nearly 2 billion rounds of ammunition and just this past month placed and emergency order for riot gear.
As to what “upcoming disaster” the US is preparing for, this report continues, appears to be “strongly related” to last weeks assassination of American reporter Michael Hastings who was killed while attempting to reach the safety of the Israeli Consulate in Los Angeles, and as we had reported on in our 20 June report Top US Journalist Attempting To Reach Israeli Consulate Assassinated.
Further to be noted about Hastings assassination by the Obama regime is the continued US mainstream propaganda news cover-up of it, though many freelance reporters continue to uncover the truth, such as Jim Stone whose investigation noted that the rear portion of Hastings car was blown open and shredded with the rest of the car nicely intact, which runs counter to the “official” story that this vehicle has hit a tree.
Not mentioned in this EMERCOM report is any suggestion that Russia would comply with this request from the Obama regime, especially in light of the horrifying information being given to Russian intelligence analysts from Edward Snowden who has been labeled as the most wanted man in the world. 
According to one Federal Security Services (FSB) bulletin on their continued debriefing of Snowden, and analysis of the information he has provided Russian intelligence officers, his father, Lonnie Snowden, was an officer in the US Coast Guard during the 11 September 2001 attacks on the United States who had “direct knowledge” of the true events that occurred and whom the real perpetrators were.
Being directly affected by the events of 9/11, this FSB bulletin says, Snowden “self initiated” a multi-year effort to gain access to America’s top secrets, a mission which when recently completed led him to contact various international reporters, including Hastings, whom he believed could be trusted with disseminating the information he had obtained.

WASHINGTON — The State Department has hired an alarming number of law-enforcement agents with criminal or checkered backgrounds because of a flawed hiring process, a stunning memo obtained by The Post reveals.
The background problems are severe enough that many of the roughly 2,000 agents in State’s Bureau of Diplomatic Security can play only limited roles in agency efforts to police bad conduct and prosecute wrongdoers.
The problems in the bureau are the latest revelation in an exploding scandal that also involves accusations that members of former Secretary of State Hillary Rodham Clinton’s security detail and those of the US ambassador to Belgium solicited prostitutes overseas.

A whistleblower charges that State tried to cover up multiple scandals by removing them from an inspector general’s report.
“Department intakes of new . . . officers since the hiring surge a decade ago have reportedly been flawed, with ‘mitigation’ of troubling histories including criminal matters,” according to a December 2012 memo to State Deputy Inspector General Harold Geisel from a team leader in the IG’s Office.
The memo goes on to state that the troubling backgrounds can pose a problem if the agents are needed to testify at trials to assist prosecutors.
“Too many people entering the [Diplomatic Security and Information Management] communities end up as subjects of [Special Investigation Division] investigations and HR adjudications, become Giglio-impaired and can play only limited roles thereafter,” according to the memo.
“Giglio” refers to a US Supreme Court case dealing with jury notification that witnesses have made deals with the government to induce testimony.
Some Diplomatic Security field offices “have major problems just waiting to be discovered,” the memo adds.

A recent article on Washington’s Blog quoted a couple of old magazine articles that mentioned this program, and I was intrigued because I didn’t know what it was.  So I decided to look into Main Core, and what I found out was absolutely stunning – especially in light of what Edward Snowden has just revealed to the world.  It turns out that the U.S. government is not just gathering information on all of us.  The truth is that the U.S. government has used this information to create a list of threats to national security that the government would potentially watch, question or even detain during a national crisis.  If you have ever been publicly critical of the government, there is a very good chance that you are on that list.

Main Core is the code name of a database maintained since the 1980s by the federal government of the United States. Main Core contains personal and financial data of millions of U.S. citizens believed to be threats to national security. The data, which comes from the NSA, FBI, CIA, and other sources, is collected and stored without warrants or court orders. The database’s name derives from the fact that it contains “copies of the ‘main core’ or essence of each item of intelligence information on Americans produced by the FBI and the other agencies of the U.S. intelligence community.”

DHS Seeks Millions More Rounds of Ammunition

The Department of Homeland Security has released a market survey asking companies if they are able to provide 2 million rounds of ammunition within a short time period, increasing concerns that the federal agency is continuing its arms build up in preparation for domestic unrest.
With the DHS already having committed to purchasing over 1.6 billion bullets over the course of the last year, a “request for information” on “reduced hazard training ammunition” posted on the FedBizOpps website quizzes bullet manufacturers on how fast they can supply large quantities of ammo;
- Are you capable of producing large quantity orders of any training caliber specified with a short turnaround time of 30-60 days?
- What would your lead time be for an order of 2 million rounds of a single type listed above?
- If you were awarded a contract for some of the calibers listed above, submitted a production lot of one million rounds and that lot or portion of the lot was not accepted, would you be able to replace that order with an additional one million rounds within 60 days?
The DHS’s apparent urge to find companies that can supply them with millions of rounds of ammunition within a short time frame will do little to calm concerns that the federal agency is making contingency plans for riots or some form of social dislocation.

1.6 Billion Rounds Of Ammo For Homeland Security? It's Time For A National Conversation

The Denver Post, on February 15th, ran an Associated Press article entitled Homeland Security aims to buy 1.6b rounds of ammo, so far to little notice.  It confirmed that the Department of Homeland Security has issued an open purchase order for 1.6 billion rounds of ammunition.  As reported elsewhere, much of this purchase order is for rounds forbidden by international law for use in war, along with a frightening amount specialized for snipers.  Also reported elsewhere, at the height of the Iraq War the Army was expending less than 6 million rounds a month.  1.6 billion rounds, therefore, would be enough to sustain a hot war for 20+ years.  In America.
Add to this perplexingly outré purchase of ammo, DHS now is showing off its acquisition of heavily armored personnel carriers, repatriated from the Iraqi and Afghani theaters of operation.  As observed by “paramilblogger” Ken Jorgustin last September:

“[T]he Department of Homeland Security is apparently taking delivery (apparently through the  Marine Corps Systems Command, Quantico VA, via the manufacturer – Navistar Defense LLC) of an undetermined number of the recently retrofitted 2,717 ‘Mine Resistant Protected’ MaxxPro MRAP vehicles for service on the streets of the United States.”  …

Government arms race kicks into high gear as DHS buys 2,700 armored vehicles for streets of America

When DHS purchased 1.6 billion rounds of ammunition to be used domestically, inside the USA, and I said this looks like a government agency preparing for war with the American people, I was told, “That’s crazy. The government would never do that.”

When DHS purchased 7,000 full-auto assault rifles to be used inside the United States, calling them “personal defense weapons” that could be used in urban warfare, I was once again told I was crazy for suggesting the government was arming up for war with the American people.

Now DHS has retrofitted 2,717 “Navistar Defense” armored vehicles for service on the streets of America. Click here to see pictures and specs for this vehicle from the manufacturer’s website.

These vehicles, which people who don’t know any better might call “light tanks,” are specifically designed to resist mines and ambush attacks. They use bulletproof windows and are designed to withstand small arms fire, including smaller-caliber rifles such as .223 Remington.

The retrofit was completed in May, 2012, and these 2,700+ armored vehicles are now ready to deploy across the streets of America, reports Modern Survival Blog, the primary source for this story.

Feds buying enough bullets for '24-year war'

Federal, non-military agencies, noted radio host Mark Levin last week, have purchased enough ammunition recently to not only shoot every American five times, but also engage in a prolonged, domestic war.

The numbers are based on recent reports that put the total federal ammunition buy in the last 10 months at approaching two billion rounds.

“To provide some perspective,” Levin noted, “experts estimate that at the peak of the Iraq war American troops were firing around 5.5 million rounds per month. At that rate, the [Department of Homeland Security] is armed now for a 24-year Iraq war. A 24-year Iraq war!”

What do federal agencies need with all that ammunition?

The government’s only official explanation for the massive ammo buy is that law enforcement agents in the respective agencies need the bullets for “mandatory quarterly firearms qualifications and other training sessions.”

The staggering number and lack of details in the official explanation, however, has led to rampant speculation, including concerns the DHS is arming itself to fight off insurrection among Americans.

“I’m going to tell you what I think is going on,” Levin offered. “I don’t think domestic insurrection.

 Law enforcement and national security agencies, they play out multiple scenarios. … I’ll tell you what I think they’re simulating: the collapse of our financial system, the collapse of our society and the potential for widespread violence, looting, killing in the streets, because that’s what happens when an economy collapses.

“I suspect that just in case our fiscal situation, our monetary situation, collapses, and following it the civil society collapses, that is the rule of law, they want to be prepared,” Levin said. “I know why the government’s arming up: It’s not because there’s going to be an insurrection; it’s because our society is unraveling.”

As WND reported, even major gun-rights organizations like the National Rifle Association have attempted to tamp down worries over the amount of ammunition, suggesting the number of bullets bought, spread out over five years and across all the federal agencies with armed agents – considering the number of rounds needed for training, qualification and service bags – isn’t exorbitant.

At the same time, however, others have wondered if billions of bullets isn’t too many to equip the sheer number of federal agents, what does that say about the number of federal agents?

“It’s not the number of bullets we need to worry about,” Jeff Knox, director of The Firearms Coalition, told WND, “but the number of feds with guns it takes to use those bullets.”

“There are currently more than 70 different federal law enforcement agencies employing over 120,000 officers with arrest and firearms authority, according to Bureau of Justice Statistics data for 2008,” explained Knox in a recent WND column. “That’s an increase of nearly 30 percent between 2004 and 2008. If the trends have continued upward at a relatively steady rate, that would put the total number of federal law enforcement officers at somewhere between 135,000 and 145,000.

“That’s a pretty staggering number,” Knox continued, “especially when you consider that there are only an estimated 765,000 state and local law enforcement officers. That means that about one in seven law enforcement officers in the country works directly for the federal government, not a local jurisdiction.”

For years, WND has been at the forefront of reporting the growth in federal police power being dispersed across dozens of government agencies:
  • In 1997, WND blew the lid off 60,000 federal agents enforcing over 3,000 criminal laws, a report that prompted Larry Pratt of Gun Owners of America to remark, “Good grief, that’s a standing army. … It’s outrageous.”
  • Also in 1997, as part of a ongoing series on the militarization of the federal government, WND reported on the armed, “environment crime” cops employed by the Environmental Protection Agency and a federal law enforcement program that had trained 325,000 prospective federal police since 1970.
  • WND also reported on thousands of armed officers in the Inspectors’ General office and a gun-drawn raid on a local flood control center to haul off 40 boxes of … paperwork.
  • WND further reported on a plan by then Delaware Sen. Joe Biden to hire hundreds of armed Hong Kong policemen into dozens of U.S. federal agencies to counter Asian organized crime in America.
  • In 1999, WND CEO Joseph Farah warned there were more than 80,000 armed federal law enforcement agents, constituting “the virtual standing army over which the founding fathers had
    nightmares.” Today, that number has nearly doubled.
  • Also in 1999 WND reported plans made for the Federal Emergency Management Agency, or FEMA, to use military and police forces to deal with Y2K.
  • In 2000, Farah discussed a Justice Department report on the growth of federal police agents under President Clinton, something Farah labeled “the biggest arms buildup in the history of the
    federal government – and it’s not taking place in the Defense Department.”
  • A 2001 report warned of a persistent campaign by the Department of the Interior, this time following 9/11, to gain police powers for its agents.
  • In 2008, WND reported on proposed rules to expand the military’s use inside U.S. borders to prevent “environmental damage” or respond to “special events” and to establish policies for “military support for civilian law enforcement.”
  • Most recently, WND reported that while local police have found themselves short of necessary ammunition, the federal government has been stockpiling billions of rounds for its non-military, non-FBI law enforcement officers.
Knox conceded in his column that good arguments can be made for the existence of a dedicated border guard and federal agencies to protect high-ranking officials, protect the federal currency and coordinate enforcement of laws regarding interstate commerce, and so forth.

“But bureaucrats who inspect the records of retailers and manufacturers have no business carrying guns and badges,” Knox opined, “nor do those who investigate white-collar crime for the Small Business Administration and the Department of Education.”

Chris Knox, director of communications for The Firearms Coalition, told WND legitimate concerns about a police state stem from “a set of three intertwined problems,” namely, “militarization of local police, federalization of law enforcement (including local cops getting goodies from federal forfeiture actions) and the expansion of federal law enforcement, where nearly every agency has its own armed service, not just the Drug Enforcement Agency, but administrative agencies like the Department of Education.”

Give all those federal cops two billion bullets, Jeff Knox says, and now there’s cause for concern.

A Warning I Have Received This Week From Two Different Former Government Officials (One top rank Military – One Intelligence Officer) from: WWW.THEDAILYSHEEPLE.COM

I am going ahead and writing about some conversations I have had this week with two different individuals.

Both are former government officials. One was a top ranking Military official and another was an Intelligence Officer. I confirmed both were who they said they were after they had contacted me originally. I have not written about them on this blog or our conversations, as we will discuss current events etc on the phone. They have never given me any “top secret” type information (FYI – for any govt. officials reading this). But they do give me what is real or not real when events happen.

Both had contacted me awhile back and I was very leery in the beginning. I did not know if they were trying to get information about me etc. But after a short amount of time I found they were both genuine and sincere of their contacting me.

This week both of them have contacted me and have been giving me “warnings.”

Two things from past conversations with them about current events:

First they have both told me “Sandy Hook was a false flag.” It is to get into the mind set of people that their children are at risk it is the psychology of fear for the masses. Also the intelligence person said that the Dorner thing, something was really not right about it and he believed the manifesto was written by a few different people due to the way it read and how it was written. We were not able to get into a long conversation about it so I really can’t say much about that here. (He did say that Dorner will be killed because of what he knew about LAPD)

Second, I was told all the listening into people’s conversations and reading of the emails, people don’t really need to worry about that. The intelligence officer said “Yes, they are, BUT they don’t give a Sh** about all of our opinions. They care about money. They are paying attention to the big corporation phone calls and emails and to know who is making a big money deal with who, so they can make money off that information.” He said “The rest of it is boring to them and they couldn’t care less what people think. It is all about money.” He said all that is going on from the top down is not about money, it is simply about Control of the people. They have more money than they can ever spend it is the control and power and making downtrodden slaves of the people.

He told me…. Officers that are in government agencies (FBI etc) right now, know the truth about 9/11 and the Oklahoma bombing but they don’t say anything and evidence proves the truth that has never been released (especially with Oklahoma).

The warnings both called me about this week has been about the break down of the U.S. They both said it is coming this year, with an estimated time of 6 to 12 months at the longest. They both told me the most important things people need to do right now is to have food, water and something to protect that and your family with.

They have both stressed that to me this week, individually. I had mentioned to both that we had expected this in 2008 and 2009 and it didn’t happen so people were weary of those type warnings. They both said “It will happen this year.”

I am not writing this to “freak” people out or to cause “fear or panic.” In fact the intelligence officer said one time to me “Giving predictions just gets people upset and if it doesn’t happen they look at you as a fool, if it does happen they won’t ever remember that you gave that warning out in the first place.”

Report: Realistic Urban Training is DHS and DOD “Conducting Desensitizing Exercises”

Small Portion:
Preferring to remain unnamed for obvious reasons, he told me, “DHS and DOD are conducting desensitizing exercises all across the U.S.,” he paused, then added, “we’re being prepared for mass civil unrest in major U.S. cities. DOD will be expected to help – when we’re requested.”I asked if there was a timeline for expecting civil unrest in our cities and why should we expect it to begin with.
I was told that there were many reasons, but that the continued devaluation of our currency, the predicted history-setting prices for gasoline this summer and the continued gun control debate are forming a perfect storm of civil discontent. When this storm hits, it will most assuredly produce mass casualties. When does DHS expect this to happen? This summer.
I am going ahead and writing about this and I will simply say: Do what feels right to you. Watch what is going on and see if the current events hint to a break down this year where getting food won’t be as easy as it is right now.

They have said the food part will be because there will not be fuel to get the food to the stores and the shelves will be empty.

So again… I am simply passing along information about “Warnings” I have been given and both were very somber and serious about the warnings when they called me.

It will be up to all of us individually to decide if the warnings have any meaning to each of us and take actions of various sorts if they do.

OH… something else…the Military officer said ”A new government Will be born from this and that it is going to be a difficult time… but it will be a Good government and a government that is suppose to be for this country.” (one that is actually BY the people – no more “elite” at the end of our last conversation.

May we always be guided by Truth and Higher Intelligence as we go forward.

 It's all part of a U.S. Army training exercise involving a small contingent of servicemen that should wrap up today, or Thursday at the latest, officials said.
 
"This is an Army exercise to test their equipment," La Marque Police Chief Randall Aragon said. "The area resembles a theater of operation they might be using. We want the community to understand that if they see a helicopter flying over their rooftops in this area, to not be alarmed."
 
Much of the training will take place around Industrial Boulevard in La Marque, Aragon said. The roughly 100-acre wooded area is owned by Dow Chemical.
 
Army spokesman Larry Jackson said the operation would not disrupt the day-to-day activities of residents.
 
"We pose no threat to the public," Jackson said. "Let me be clear that this isn't urban assault training. We are a small group of folks, doing some activities."
 
Jackson declined to say what type of training would be involved in the operation.
 
The attack helicopter is not expected to land during the training exercise, he said.
 
The drills come on the heels of Special Forces training in Galveston, Houston and Texas City. A training exercise in late January at the Old County Jail at 715 19th St. was cancelled out of concerns that too many spectators would come out to watch the operation.

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.
    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the `National Emergency Centers Establishment Act'.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

    (a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.
    (b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--
      (1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;
      (2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders; and
      (3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

    (a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.
    (b) Minimum Requirements- A site designated as a national emergency center shall be--
      (1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;
      (2) environmentally safe and shall not pose a health risk to individuals who may use the center;
      (3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;
      (4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;
      (5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;
      (6) required to consist of a complete operations command center, including 2 state-of-the-art command and control centers that will comprise a 24/7 operations watch center as follows:
        (A) one of the command and control centers shall be in full ready mode; and
        (B) the other shall be used daily for training; and
      (7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.
    (c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:
      (1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.
      (2) The area consisting of Federal Emergency Management Agency Region IV.
      (3) The area consisting of Federal Emergency Management Agency Regions V and VII.
      (4) The area consisting of Federal Emergency Management Agency Region VI.
      (5) The area consisting of Federal Emergency Management Agency Regions VIII and X.
      (6) The area consisting of Federal Emergency Management Agency Region IX.
    (d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.
    (e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.
    (f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.
    (g) Reports-
      (1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--
        (A) an outline of the reasons why the site was selected;
        (B) an outline of the need to construct, repair, or update any existing infrastructure at the site;
        (C) an outline of the need to conduct any necessary environmental clean-up at the site;
        (D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and
        (E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).
      (2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--
        (A) an update on the information contained in the report as required by paragraph (1);
        (B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);
        (C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and
        (D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.
      (3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--
        (A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);
        (B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and
        (C) any additional information pertinent to the establishment of a national emergency center at the site.
      (4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

    This Act does not--
      (1) affect the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.);
      (2) affect the authority of a State or local government to respond to an emergency; or
      (3) authorize any Federal officer or employee to--
        (A) force an individual to enter a national emergency center; or
        (B) prevent an individual from leaving a national emergency center.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

    There is authorized to be appropriated $180,000,000 for each of fiscal years 2014 and 2015 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

    In this Act, the following definitions apply:
      (1) CLOSED MILITARY INSTALLATION- The term `closed military installation' means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:
        (A) Is located in close proximity to a transportation corridor.
        (B) Is located in a State with a high level or threat of disaster related activities.
        (C) Is located near a major metropolitan center.
      (2) EMERGENCY- The term `emergency' has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).
      (3) MAJOR DISASTER- The term `major disaster' has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

A news article was sent to me earlier this week. It appeared in the Beaufort Gazette. The article stated that later this week about 150 Marines and Navy personnel will hold realistic urban training in Jasper County, South Carolina.
This was one of many joint military-local law enforcement exercises that had come to my attention in less than one month. Held in cities across the U.S., they were becoming more common and more intense. But why? Why train in populated towns and cities where accidents could produce unnecessary casualties?
The Gazette further reported that the 26th Marine Expeditionary Unit will train within Ridgeland town limits. The times and exact locations for the training are not being announced, according to 2nd Lt. Gerard R. Farao.
A little background on the 26th Marine Expeditionary Unit (26th MEU). It is one of seven Marine Expeditionary Units. A MEU is a Marine Air-Ground Task Force with a strength of about 2,200 personnel. The MEU consists of four major parts: a command element, a ground combat element, an aviation combat element, and a logistics element. The 26th MEU was establishment in the early 1970s and has deployed extensively, and participated in numerous combat and contingency operations. The 26th MEU is based out of Marine Corps Base Camp Lejeune, North Carolina.
I was once stationed at Camp Lejuene, NC. As a Navy Corpsman, I helped care for Marines. I tell you this because inevitably there will be those that assume I hold some anti-military motive. Quite the contrary. This writer is a Navy veteran, receiver of a Navy Commendation medal for lifesaving, Fleet Marine Force Expeditionary medal (2) and several letters of commendation – among other ribbons and medals. I also spent time at Camp Lejuene.
At no time during my time there were “realistic urban training” exercises conducted in towns and cities. This is a recent development.
According to 2nd Lt. Farao, and reported by the Gazette, residents will likely see and hear military vehicles and possibly see aircraft. Farao states the training is part of a certification for deployment to Mediterranean and African shores. Furthermore, he stated participants will be in uniform and carry weapons. Some exercises will take place at night and residents might hear “popping” sounds as Marines fire blanks.
The training has been coordinated with local, county and state agencies and officials, including the Ridgeland police and fire departments, according to a Marine Corps news release.
Although there is no danger, Farao said residents should stay away if they see training under way or uniformed personnel.
Realistic Urban Training is happening all over the U.S. In Miami, Florida on January 26, 2013, Army Backhawk helicopters swooped through the city at night, firing door-guns and chasing make-believe bad guys like something out of an action movie. The fired blanks echoed off of the buildings, scaring many residents into taking cover. The local news reported excitedly about the exercise, stating it was only a drill and for residents not to be concerned. However, there was no journalistic follow up asking hard questions. Such as, who authorized an exercise without informing the public? Why conduct this type of training in a populated U.S. city and put citizens at risk? Isn’t this a violation of Posse Comitatus? No hard follow up questions were asked, and to my knowledge, have not been since.
Not even when the same exercise occurred in Houston, Texas on January 29, 2013. The U.S. Army along with other agencies took over the Carnegie Vanguard High School in Houston on Monday. Alarmed residents called police and complained about gunshots and helicopters. No details were provided about the training. Watch the KTRK-TV Houston report and hear how alarmed residents responded after hearing gunshots and seeing military helicopters flying over their homes.
Wednesday, January 30, 2013. The same types of exercises were conducted in Galveston, Texas. The Houston Chronicle reported The training involved about 80 soldiers from the U.S. Army Special Operations Command in coordination with local law enforcement. According to Sgt. 1st Class Michael Noggle, an Army spokesman based at Fort Bragg, N.C., “We were invited by the city of Galveston to conduct joint training exercises to enhance the effectiveness of both services in order to better protect the residents of Galveston.”
He went on to say in an email that “The purpose of the realistic urban training is to give our Special Operators an opportunity to hone their skills in a controlled, but unfamiliar, realistic urban environment that cannot be replicated with the bare-boned facades found on military installation ranges.”
I’ve highlighted a few examples, but there are more. In a search I came upon these others. Los Angeles, CA, Plainville and Worchester, Massachusetts. As reported in the other stories, residents were unaware of the drills until helicopters swooped over their neighborhoods. And here’s more: Minneapolis, MN, and this in East Saint Louis, MO. There are many more, but these links provide a foundation for further research.
I spoke with a high-ranking, military source in DHS. Preferring to remain unnamed for obvious reasons, he told me, “DHS and DOD are conducting desensitizing exercises all across the U.S.,” he paused, then added, “we’re being prepared for mass civil unrest in major U.S. cities. DOD will be expected to help – when we’re requested.”
I asked if there was a timeline for expecting civil unrest in our cities and why should we expect it to begin with. I was told that there were many reasons, but that the continued devaluation of our currency, the predicted history-setting prices for gasoline this summer and the continued gun control debate are forming a perfect storm of civil discontent. When this storm hits, it will most assuredly produce mass casualties. When does DHS expect this to happen? This summer.
From a high-ranking source deep within DHS, who has strong DOD ties, we are being told that joint DOD-local law enforcement exercises are to desensitize us to military occupation. When asked if there was any concern about violating Posse Comitatus, he stated “no concern at all,” and added, “That’s been a non-issue for a long time.”
Reuters recently reported Jesse Jackson’s request for armed TSA in the streets of Chicago. Is it no longer a question of IF we see armed soldiers patrolling U.S. streets – but WHEN? And notice the way most mainstream media presents these training exercises. They are presented nearly like entertainment. The ones approaching public service announcements mostly center on what areas to avoid because of traffic closures.
No major concerns about military patrolling our streets are being spoken in national dialogue. Those that do are assigned fringe status. But in closing, I’d ask where do these training orders originate? Who is responsible for issuing the orders and at what level in DOD/DHS do they originate from? Since it crosses all military branches, we can assume it comes from the highest levels. Perhaps we should begin asking our elected officials to dig a little deeper into the subject. And if they will not, perhaps we – the People – should.

Military equipment flowing to local law enforcement raises questions

The southeast Georgia town of Bloomingdale is tiny but well-armed.
Metro Atlanta police departments and sheriff’s offices have armored trucks and personnel carriers in their arsenals.
And the Carroll County Sheriff’s Office has in its possession four grenade launchers should there be a need to send canisters of tear gas or bean bags into a volatile situation.
All donated surplus military equipment available to law enforcement agencies nationwide — large and small.
Some people are upset that there are local law enforcement agencies armed with such weapons of war.
But the agencies that got the guns, armored vehicles and grenade launchers say it sends a message to would-be criminals: Officers “are armed to meet any threat,” so criminals should just stay away, said Bloomingdale Police Chief Roy Pike.
“Having the equipment precludes having to use it,” Pike said. “In the 20 years I’ve been here, we haven’t had to use deadly force against anybody.”
From the so-called 1033 program operated by a U.S. Department of Defense unit, Pike’s department of 13 officers acquired a grenade launcher for shooting tear gas, two M14 single-shot semi-automatic rifles and two M16 military-style rifles converted to semi-automatic from automatic.
The Defense Department established the 1033 program in the late 1990s to provide state and local law enforcement agencies with weapons, helicopters, armored vehicles, body armor, night vision equipment, surveillance equipment and protective gear. It also provides such things as surplus .45-caliber handguns and first-aid supplies.
Several local law enforcement officials said if their agencies had to buy the stuff, they’d just do without most of it. But since it’s donated, they find a place for it.
There is no cost to local taxpayers since they’ve already paid for the equipment with their federal taxes.
According to the most recent inventory by the Georgia Department of Public Safety, $200 million in surplus military equipment and weapons is in the hands of 600 Georgia law enforcement agencies, large and small.
Some say it’s an example of the militarization of police departments.
“I think military-grade weapons should be restricted to just that, the military. If local police run into a situation where someone is using those types of weapons, then call in the National Guard,” said LaShanda Hardin, who lives in Clayton County.
The Cato Institute, a Washington-based think tank that promotes individual liberty and limited government, believes the military surplus program should be shut down, said Tim Lynch, director of the criminal justice project.
“When this equipment is given away, police departments start saying, ‘Let’s grab it.’ ” And once the equipment is in the hands of law enforcement, “we have militarized units going into the community in situations where they aren’t warranted,” Lynch said.
“This is one of the most alarming trends in American policing,” Lynch continued. “We used to call them peace officers and they would treat people … with more respect and civility. We’re getting away from that. We’re getting into these military tactics and mindset that the people they (police) come into contact with are the enemy … and part of this is the militarized units in police departments.”
According to state records, the Georgia Department of Corrections has one armored truck and the state Department of Homeland Security has seven armored vehicles.
State records also show agencies that have benefited from the program include:
  • The Waycross Police Department, which has two armored personnel carriers and 16 M15 rifles.
  • The Cartersville Police Department, which has an armored personnel carrier and 17 M14 rifles.
  • The Doraville Police Department, which has an armored personnel carrier.
  • Newnan PD, which has an armored personnel carrier, 15 M16s and 12 M14s.
  • Clayton County PD, which has a helicopter, an armored truck, 11 M16s and five M14s.
  • Cobb County PD, which has an armored truck, 106 M16s and eight M14s. Cobb also has a second armored vehicle, which it bought using federal grant funds.

Other agencies with armored trucks include the Sandy Springs and Pelham police departments and the Gordon, Morgan, Oconee, Pickens and Walton county sheriffs offices.
According to state records, the U.S. Department of Defense has put the value of the armored personnel carriers at almost $245,000 each and the armored trucks at around $65,000 each. State records did not assign a value to the rifles or the grenade launchers.
The agencies who have them say they save lives, and there is a waiting list of agencies that want armored vehicles as well as weapons.
“It gives the … SWAT guys a protection to where they can get closer to the folks shooting at them,” said Don Sherrod, director of excess property for the Georgia Department of Public Safety, which oversees the program for the DOD. “When you pull up in something … and the bullets start bouncing off, they (criminals) give up.”
Cobb County Police Department SWAT uses its two armored vehicles to extricate people from a “hot zone” or to get officers closer to a “volatile situation.”
Capt. Craig Dodson of the Carroll County Sheriff’s Office said the agency has grenade launchers that have not been used, but they are held in reserve for scenarios that require deputies to fire tear gas canisters or non-lethal bean bags. He said the agency also has not yet used any of its 65 M16 semi-automatic rifles from the program.
“Our goal is to try to equip every patrolman in the law enforcement division with a rifle,” Dodson said.
“The M16 … gives you more capability to penetrate body armor or to make long-distance shots if you are not able to get closer. … It’s a safety blanket. We ask people to go out and do a job, and we want to give them the tools to be safe and do the job.”
But regardless of what law enforcement officials contend, Kimberly Binns, a multimedia designer who lives in Decatur, is alarmed by what military-grade firepower could mean for law-abiding citizens.
“I do not see the need for police departments to have such an extended arsenal,” she said.
Candace Garrett Daly, a Cobb County homemaker, is equally unnerved.
“What are we headed to?” Garrett asked. “Whatever it is seems to be already in motion at a breakneck speed. The police are preparing for an enemy. My question is, ‘Who is the enemy?”
