Chinese Soldiers March Into Indian Territory, Pitch Tents, Declare Land For China

China and India are once again at each other’s throats over an unmarked border in the Himalayas.

But this time, oddly, nobody seems to know why.

In mid-April, around 30 Chinese troops marched across the de facto border between China and India and pitched tents 19 kilometers inside Indian territory, just when relations between the two were going so well. The Indian government, which has so far exercised relative restraint, was accused by opposition politicians as being “weak, cowardly and incompetent” for not driving the troops off. The Chinese, on the other hand, deny that their soldiers ever crossed into Indian territory.

China and India haven’t been able to agree on how to carve up the Himalayas since they fought over the border in 1962, but this latest development has baffled experts. As recently as March, Chinese leader Xi Jinping met with the Indian prime minister at a summit in South Africa, calling for India and China to deepen military ties and come to a border solution “as soon as possible.”

So why would China provoke conflict between the two nuclear neighbors? Here are some possible explanations.

War of words escalate between India and Pakistan, as tensions rise on Kashmir border

 

January 14, 2013 – INDIA - India’s army chief held out the threat of retaliating against Pakistan for the killing of two soldiers at the de facto border in Kashmir, saying he had asked his ground commanders to be aggressive in the face of provocation. General Bikram Singh’s strong remarks on Monday, amid mounting public anger at the alleged decapitation of one of the slain soldiers, appeared set to ratchet up tensions further with Pakistan, although analysts said a breakdown in ties was highly unlikely. Islamabad blames India for the latest crisis in ties. The two nations have fought three wars, two over Kashmir, since independence in 1947 and are now both nuclear-armed. Terming the beheading of the soldier as “gruesome,” Singh told a news conference: “We reserve the right to retaliate at a time and place of our choosing.” Last week’s fighting was the worst outbreak of violence in Kashmir, the Himalayan region both nations claim, since the two sides agreed a ceasefire nine years ago. Both armies have lost two soldiers each in the fighting along parts of the 740-km (460-mile) ceasefire line this month. The head of one of soldiers was severed, New Delhi said, inflaming tempers in the country and prompting his family to start a hunger strike demanding that the remains be brought back. “The attack on January 8 was premeditated, a pre-planned activity. Such an operation requires planning, detailed reconnaissance,” Singh said. His remarks which came hours before local commanders met at a crossing point on the ceasefire line for the first time since the fighting erupted to try and reduce tensions. There was no immediate word on what happened at the meeting. Singh said the Indian army would honor the ceasefire in Kashmir, so long as Pakistan did, but would respond immediately to any violation of the truce. “I expect all my commanders at the Line of Control to be both aggressive and offensive in the face of provocation and fire,” he said. Pakistan has termed the Indian allegations as propaganda and blamed it for violations on the ceasefire line. The ceasefire in Kashmir has held since it went into effect in November 2003, surviving even the downturn in ties after the Mumbai attacks in November 2008 by Pakistan-based militant group. Analysts said it was unlikely the two armies would escalate the situation further and that Singh’s remarks may well be addressed both to maintain the morale of his troops as well to respond to public anger over the mutilation of the bodies. The flare-up began on Jan 6 when Islamabad accused Indian soldiers of entering its territory and killing a soldier. India said Pakistani soldiers intruded about 600 meters (yards) into its territory two days later and killed two Indian soldiers on patrol, the attack the army chief was referring to. Pakistan said one of its soldiers was killed in further fighting on Thursday. –Reuters

Russia and India Sign $3 Billion Weapons Agreement

 

India agreed Monday of last week to buy $2.9 billion worth of Russian military equipment, as Russian President Vladimir Putin paid a visit to the longtime Kremlin ally. The quantities at play here mean these transactions are, literally, a big deal—It’s the equivalent of one fifth of Russia’s total defense sales in 2011.

The agreement says India will buy kits to assemble 42 Sukhoi-30 fighter jets for $1.6 billion, and 71 Mi-17 military helicopters for $1.3 billion. Russia has custom designed the jets specifically for India, and they are engineered to become the very backbone of the nation’s air force. Russia and India have also recently collaborated on a supersonic missile for the Sukhoi-30s, and India is rumored to be equipping this jet to deliver its nuclear weapons.
Civilian trade between Russia and India is also thriving. Since 2000, it has increased by 600 percent, and though growth has slowed some in recent years, Mr. Putin aims to accelerate it once again. Total annual trade for 2012, for example, is expected to be around $10 billion, and Putin wants this figure to rise to $20 billion by 2015.
As these last weeks’ deals —and the broader trends—show, the military ties between Moscow and New Delhi run deep. At last Monday’s meeting, Mr. Putin and Indian Prime Minister Manmohan Singh praised the accelerating military cooperation between the two nations, which marks a stark contrast from the pattern of earlier years when India sought to Westernize its military assets following several setbacks with Russian arms deals. New Delhi’s return to Moscow for weapons represents a significant economic loss for the Western nations that had previously enjoyed India’s business. And the indications are that Russia-India ties will continue to strengthen in the years ahead.
