Prime Minister Benjamin Netanyahu hinted during his recent meeting with Russian President Vladimir Putin that Israel would destroy Syrian S-300 missiles before they became fully operational, Maariv cited Middle Eastern diplomats saying Friday. The reported threat underlined how firmly Israel has sought to pressure Russia to cancel the deal, apparently with some success.
According to the report, during the meeting between the heads of stateearlier this month in the Black Sea city of Sochi, Netanyahu called on Putin to cancel Russia’s transfer of the sophisticated anti-aircraft system to Syrian President Bashar Assad, and indicated that, should the delivery go ahead, Israel would strike the missiles before they became operational.

Israel’s military chief issued a severe warning to Bashar Assad on Tuesday, saying the Syrian leader would “bear the consequences” of any more attacks on Israeli forces near the Syrian border.
Lt. Gen. Benny Gantz issued his threat hours after an Israeli jeep came under fire during a patrol in the Israeli-controlled Golan Heights.
Syria claimed it destroyed an Israeli vehicle that crossed the ceasefire line in the Golan Heights overnight. A statement issued by the Syrian Armed Forces said its troops destroyed the vehicle “with those in it.” It did not elaborate, but said any attempt to infiltrate Syria’s territory will face “immediate and firm retaliation.”

Haifa mayor orders preparations for possible Syrian retaliation

Haifa’s mayor ordered the northern city to increase its preparedness and gear up to defend itself against a possible retaliatory attack after Israeli planes reportedly hit targets inside Syria twice over the past three days.
Yona Yahav held meetings in order to coordinate the city’s positions with the Home Front Command, police, fire department and MDA. Procedures for opening shelters and absorption centers were discussed as well.
The move followed the placing of two Iron Dome batteries in northern Israel by the Israel Defense Forces on Sunday, amid reports that Syria saw the strikes as a “declaration of war.”
“City Hall is a body which residents approach in case of emergency and we must prepare accordingly,” Yahav said.
Two weeks ago, the Knesset held a special meeting on protecting the city’s large chemical stores, an attack on which could lead to thousands of deaths.
Late last month, Israeli planes shot down a drone off the coast near the city, thought to have been sent by Hezbollah or Iran. Hezbollah denied sending the unmanned aircraft.

In what an Israeli analyst described as “psychological warfare” by Hezbollah, a Lebanese satellite TV station claimed Sunday evening that Syria has deployed missiles targeting Israel in the wake of two Israeli strikes on Iranian missile shipments in Damascus.
The pro-Hezbollah station Al-Mayadeen quoted unnamed “high-ranking sources” saying that “Syria has placed missile batteries directed at occupied Palestine.”
The report on the station’s website also claimed that Syria was now “prepared to arm the resistance in Lebanon” — Hezbollah — “with all forms of weapons,” including “new and high-quality weapons which it has not previously provided.”

‘Strike in Syria sends a message to Iran,’ says former intel chief

Sunday morning’s strike inside Syrian territory, which reportedly targeted advanced Iranian missiles headed for Hezbollah, was primarily a message for Iran, former IDF intelligence chief Amos Yadlin said on Sunday.
“Iran is testing Israel’s and the US’s determination to uphold ‘red lines.’ And what it is seeing in Syria is that at least some of the actors take red lines seriously,” said Yadlin.
The comment was an oblique criticism of the United States administration: President Barack Obama said last August that any use by President Bashar Assad of chemical weapons would cross a “red line.” Assad has used chemical weapons against rebel targets in recent weeks.

Israeli forces were on high alert in the Golan Heights Saturday, as clashes between Assad forces and rebel fighters reached areas near the Golan village of Majdal Shams.
The IDF is concerned about mortar shells landing in Israeli territory and cross-border shooting incidents which have increased in the past few months. Israel routinely responds to such incidents, most commonly with tank fire meant to deter further firing into its territory, even if accidental.
Sirens have sounded in the Golan Heights over the past few days — apparently false alarms, triggered by fighting that is very close to the border, according to a report in Walla News.

Israeli Airstrike in Syria Targeted Missiles From Iran

WASHINGTON — The airstrike that Israeli warplanes carried out inSyria was directed at a shipment of advanced surface-to-surface missiles from Iran that Israel believed was intended for Hezbollah, the militant Lebanese organization, American officials said Saturday.


It was the second time in four months that Israel had carried out an attack in foreign territory intended to disrupt the pipeline of weapons from Iran to Hezbollah, and the raid was a vivid example of how regional adversaries are looking after their own interests as Syria becomes more chaotic.
Iran and Hezbollah have both backed President Bashar al-Assad in the Syrian civil war, now in its third year. But as fighting in Syria escalates, they also have a powerful stake in expediting the delivery of advanced weapons to Hezbollah in case Mr. Assad loses his grip on power.
Israel, for its part, has repeatedly cautioned that it will not allow Hezbollah to receive “game changing” weapons that could threaten the Israeli heartland after a post-Assad government took power.
And as Washington considers how to handle evidence of chemical weapons use by the Syrian government, a development it has described as a “red line,” Israel is clearly showing that it will stand behind the red lines it sets.

Israeli planes hit targets in Syria, say US officials

The CNN report followed Lebanese media reports of increased Israeli Air Force activity over southern Lebanon on Thursday and Friday.
The Israeli military declined to comment on the CNN report.
As many as eight Israeli warplanes reportedly entered Lebanese airspace, according to Hezbollah news outlet Al-Manar, while The Daily Star on Friday quoted the Lebanese military as saying that a succession of Israeli warplanes flew over the country, culminating in a pair of planes which circled South Lebanon for nearly three hours on Friday afternoon.
On Thursday, “two Israeli warplanes violated Lebanese airspace entering above the sea west of Sidon and flying over all Lebanese areas as they conducted aerial maneuvers,” the Daily Star quoted a statement from the Lebanese Army as saying.
The Israeli army’s top intelligence analyst Brig. Gen. Itai Brun was the first  prominent figure to publicly declare that President Bashar Assad was using chemical weapons — he specified Sarin — against rebel targets. Brun’s public assertion caused initial dismay in the US, and was initially rejected by Secretary of State John Kerry, but soon afterwards confirmed by the US and other world powers.
US President Barack Obama had said such use would be a game-changer, and Obama has been weighing how to respond for several days. Israel has said repeatedly that it will intervene to prevent Syrian chemical weapons falling into the hands of terror groups such as Hezbollah.

Iranian troops face Israel from Syria. US video shows upgraded bunker buster

US officials recently gave Israel a video demonstration of the new features which enable its biggest bunker buster bomb (Massive Ordnance Penetrator) to destroy Iran’s underground uranium enrichment plant at Fordo near Qom, in a bid to dissuade Israel from a unilateral attack on Iran’s nuclear facilities.

This is reported by the Wall Street Journal.

The video displayed the improved bomb, which Israel does not have, as hitting the ground near its target and setting off a massive underground explosion.

DEBKAfiles military sources report that this videotaped demonstration was in line with the Obama administration’s latest campaign to convince Israel that the US is getting ready to strike Iran itself.

In actual fact, the improved American MOP is not news - any more than the Israeli Air Force’s possession of bombs capable of penetrating the Fordo underground plant.  This capability has given Israeli officials the confidence to assert that Israel can destroy Iran’s nuclear facilities on its own.

What Washington has in common with Jerusalem is that while both make no secret of their capabilities – and Israeli leaders are also free with threatening rhetoric - neither is actually exercising them.

The only parties on the move are Iran and Hizballah.

At the end of the week, DEBKAfile’s military sources report that both established a military presence in Syria and Lebanon, just across Israel’s two northern borders. An Iranian airlift placed Iranian boots on the ground in Syria for the first time in more than two years of its civil war. It was also the first time Israel had ever seen uniformed Iranian soldiers present at close quarters on the soil of a close neighbor.

The arrivals are members of the violent Basij volunteer militia which is trained in urban combat tactics for suppressing anti-regime unrest in Iranian cities. They are the first Iranian troops to confront Syrian rebels in combat. Roughly 6,000-8,000 militiamen have arrived so far – a figure comparable to the size of the Hizhballah elite units fighting for Bashar Assad in Syria.

The Basij militiamen were stationed in Damascus and sent to guard Syrian Shiite border villages situated opposite Hizballah-controlled South Lebanon. This deployment has placed Iranian troops opposite the intersection of the Israeli, Syrian and Lebanese borders.

— On a dusty field in Israel's southern desert, the military is gearing up for the next battle against a familiar foe: Hezbollah guerrillas in Lebanon.
 
As the Syrian civil war intensifies, military planners are growing increasingly jittery that the fighting could spill over into Israel, potentially dragging the Islamic militant group that is allied with President Bashar Assad into the fray. After battling Hezbollah to a stalemate in 2006, the Israeli military says it has learned key lessons and is prepared to inflict heavy damage on the group if fighting begins again.

The Israel-Lebanon border has remained largely quiet since that last war. But Hezbollah has since replenished its arsenal and has waged a shadow war with Israel around the world. The fall of the Syrian leader or alternatively an Israel strike against Hezbollah's other main patron, Iran, could spark another full-fledged war.

"There is an increase in tension because of Syria," a senior commander in the military's northern command said about a possible battle with Hezbollah. The commander, who traveled south to observe Thursday's exercise here, spoke on condition of anonymity in line with military protocol.

A Syrian rebel commander has said that if the Lebanese political party Hezbollah does not cease the shelling of the Free Syrian Army-controlled territories in Syria, it will face retaliation. 
"We [FSA] are announcing and warning that if Hezbollah will not stop shelling the Syrian lands, villages and civilians from inside the Lebanese territories within 48 hours of issuance of this statement, we will respond to the sources of fire by our hands and eliminate it from inside the Lebanese lands," the Free Syrian Army posted on its Facebook page, according to a CNN translation.

The ultimatum was issued after at least one Hezbollah guerrilla and five Syrian rebels were killed in fighting in Syrian territory near the Lebanon border earlier this week.

Free Syrian Army (FSA) rebels shot down a Syrian fighter jet, following a government airstrike on a provincial town outside Damascus. Rebel commander General Selim Idriss told the AFP that “Hezbollah is abusing Lebanese sovereignty to shell Syrian territory and FSA positions.” He claims the shelling of villages in Syria’s Homs province is originating from the Bekaa valley in Lebanon, which the Syrian rebels will fire upon once the 48 hours are up. He added that his FSA fighters would bombard Hezbollah from different areas, as they are equipped with long-range weapons.

Idriss went on to say that the FSA appealed to the Lebanese President and PM, but their offices denied having any contact with the Syrian militants.

Lebanon remains split over Syria. Its Sunni-led government identifies with the rebel cause, while Shiite Hezbollah pledges support to Syrian President Bashar al-Assad. However, the party has denied sending fighters onto Syrian soil.

Political analyst and Geo-strategic expert Amine Hotait says any news about the participation of Hezbollah fighting alongside the Syrian army is simply untrue.

"It's all fabricated lies. Hezbollah has courage enough to announce its plans and actions. Besides, everybody knows that there are 23 Lebanese villages on the Lebanese- Syrian borders, but they are inside the Syrian territories, and these villages are inhabited by Shiite Lebanese. Those Shiite Lebanese, who support the Resistance of Hezbollah,  are being targeted by An-Nusra front fighters and the Free Army. These people are defending themselves; and they cannot allow the free army to invade them and kill their families. This would never happen," he told RT Arabic.

This double opposition is further complicated by Israel’s presence in the region, and its respective campaign against Hezbollah in southern Lebanon. Earlier on Wednesday, an Israeli drone was reportedly shot down near the Syrian border with Lebanon, according to Syrian news website Damas Post. Syrian forces reportedly shot down the Israeli unmanned aircraft over the Deir al Ashayer village near the Lebanese border. Neither Syrian nor Israeli officials have confirmed the report.

And in addition to this, Syria suspects Israel to be behind a February airstrike on a military facility outside Damascus, which killed two workers and injured five.

The now spilt-over Syrian uprising is reaching its second year, with the UN putting casualties at 70,000 and the number of displaced Syrians at more than 850,000.

Report: Iran, Hezbollah setting up militias to prepare for post-Assad Syria

According to a report in the Washington Post on Sunday, Iran and Hezbollah are preparing themselves for the day when the Syrian regime led by Bashar Assad is overthrown. Quoting officials in the U.S. and Middle East, the paper reports that Iran and Hezbollah are building a "network of militias inside Syria" that will protect their interests in a post-Assad Syria.
    
Officials believe that Iran is cultivating operatives on the ground that can be relied upon in the event that Assad is no longer in power and Syrians are fragmented along religious and ethnic lines. A senior official in the Obama administration referred to Tehran's claims it was supporting up to 50,000 militiamen in Syria, the Washington Post reported.
    
"Iran’s strategy, a senior Arab official agreed, has two tracks. 'One is to support Assad to the hilt, the other is to set the stage for major mischief if he collapses.'"
    
Syrian rebel forces are comprised almost entirely of the country's Sunni majority, however they are themselves fragmented, divided along religious, political and geographic lines. There are also the relatively powerful and independent Kurdish militias and about 700,000 Druze citizens, who are increasingly siding with the rebels.
    
According to the report, it should not come as a surprise that Iran is preparing the ground for a post-Assad Syria, as it has done so with the Shi'ite population in Lebanon during its civil war in the 1970's, which led to the birth of Hezbollah and similarly in Iraq after the U.S. invasion.
    
"Tehran’s interest in preserving a Syrian base partly explains why the financially strapped Iranian government continues to lavish resources on groups such as Jaysh al-Sha’bi, an alliance of local Shiite and Alawite militias that receives weapons and cash from Iran, according to U.S. and Middle Eastern officials who have studied the organization. The groups are receiving military training from officers from Hezbollah and Iran’s Islamic Revolutionary Guard Corps (IRGC)," the Post reported.
    
The civil war in Syria is one of the primary topics U.S. President Barack Obama will speak about on his trip to Israel next month. "The president and I spoke about this visit and agreed that we would discuss three main issues Iran's attempt to arm itself with nuclear weapons, the unstable situation in Syria and the efforts to advance the diplomatic process of peace between the Palestinians and us," Netanyahu said on Sunday.

Israel is keeping a close eye on Syria and will act if it sees any indication that weapons are being transferred to Hezbollah, military experts said in an interview published Saturday.
 
A reported Israeli attack on a Syrian weapons convoy could be only the first volley in a series of upcoming strikes against Damascus and Hezbollah should the embattled regime try to transfer weapons to the Lebanese terror group, former Military Intelligence head Amos Yadlin told the Washington Post.
 
“Any time Israel will have reliable intelligence that this is going to be transferred from Syria to Lebanon, it will act,” the paper reported Yadlin saying.
 
He added the caveat that the decision to strike would still be made on a case by case basis.
 
Hezbollah has reportedly been preparing for the possibility of more attacks, the pan-Arab London-based daily al-Quds al-Arabi reported Friday, citing an increase in Israeli fighter jets flying over southern Lebanese airspace and carrying out “mock raids.”
 
On Saturday the Lebanese army said Israeli “spy drones” had clocked over 17 hours over Lebanese territory in the past day.
 
Yadlin told the paper that Israel was looking out for four types of weapons: ballistic rockets, air-defense arms, land-to-sea missiles and chemical weapons.
 
Hezbollah reportedly already holds some of these weapons within Syrian territory, but cannot move them without risking Israeli action.
 
Yadlin said that the risk of escalation became greater as Assad’s rule grew languid.
 
“As the Syrian army becomes weaker and Hezbollah grows more isolated because of the loss of its Syrian patron, it makes sense that this will continue,” he said.
 
Israel has denied foreign media reports that it hit a weapons convoy or a research site outside Damascus late last month, though officials have hinted at Jerusalem’s involvement.
 
According to some reports, Israeli planes hit a convoy of Russian-made SA-17 anti-aircraft missiles on the way from Syria to Lebanon. Syria reported that a research site at Jamarya, north of the capital, had been struck, and footage from the site seemed to show a bombed out building and charred vehicles, including what appeared to be a transport vehicle for an SA-17 battery.
 
An unnamed military official told the paper that the anti-aircraft missile could “pose a very big problem for the Israeli air force.”
 
“There are more tangible indications that such weapons could reach Lebanon,” as the fighting continues, the official said.
 
Yadlin, who now heads of the Institute for National Security Studies, told a security conference last week that Israel would likely come out more secure after the dust settled from the Syrian civil war.

The Israeli press is still dissecting the news of US President Barack Obama’s upcoming visit, its significance, its implications, and the White House’s announcement that Obama isn’t bringing a new peace plan with him.
 
Haaretz quotes White House Press Secretary Jay Carney saying that Obama “expects to discuss with Israeli leaders the issues of a nuclear Iran and the situation in Syria,” but not peace with the Palestinians. Israel Hayom quotes US Ambassador to Israel Dan Shapiro saying Obama has no demands for Netanyahu during his upcoming visit, which is intended to convey the significance Obama sees in the “strong and deep connection between both countries.” Yedioth Ahronoth calls the White House announcement “lowering expectations.” Makor Rishon reports that Netanyahu has placed his national security adviser, Yaakov Amidror, in charge of the president’s visit.
 
Haaretz’s op-ed argues that Obama’s visit “presumably attests to the new order of priorities of Obama’s second term,” namely, “negotiations with the Palestinians, and the close relationship he sees between the peace process and stability in a Middle East undergoing convulsions.” It also charges that Obama “seeks to influence the coalition negotiations, and to make it clear to whatever Israeli government is formed that he won’t allow it to shove the diplomatic issue onto the back burner or into the deep freeze.”
 
In Maariv, Eli Avidar contends that Obama’s decision to visit Ramallah and Amman as well as Jerusalem is all about political pressure on Israel. “President Obama is coming to fulfill his promise to the Palestinian leadership to exert greater pressure on Israel with the beginning of his second term,” he writes. The problem is that Obama seeks political leadership that the Palestinians cannot provide, he argues. “The Abbas government and its political perspective are bankrupt. Palestinian Prime Minister Salam Fayyad is a acceptable person, but he has no public support. Abbas’s situation is even worse, and it’s vrey doubtful if he can provide the goods that President Obama is interested in.”
 
Haaretz leads with the behind-closed-doors statements attributed to Amidror that West Bank settlement construction is harming Israel’s standing abroad.
 
“Construction in the settlements has become a diplomatic problem and is causing Israel to lose support even among its friends in the West,” the paper quotes him saying.
 
The report adds that Amidror opposed responding with new settlement construction to the November 29 United Nations General Assembly vote on upgrading the Palestinians’ status to a nonmember state. “He especially opposed the announcement that Israel would move forward with planning for the E1 corridor, which links Jerusalem with the settlement of Ma’aleh Adumim, warning that this would provoke an international outcry,” the paper writes.
 
Amidror’s opinion, it adds, is shared by Netanyahu’s special negotiator with the Palestinians, Yitzhak Molcho.
 
Maariv leads with the Channel 2 story reporting on satellite images of the Syrian scientific research facility allegedly struck by Israel last week. According to the report, the images taken in the last week show a blackened parking lot, which it claims is proof of the Israeli hit. The only thing missing is damage to the buildings that Syria claimed Israel inflicted when IAF planes bombed the site. It cites the report’s claims that the strike hit the convoy in the parking lot but dealt no damage to the nearby buildings.
 
It also reports on the near-completion of the fully-reinforced hospital in Haifa that can withstand nonconventional weapons — including an atomic bomb — and can treat up to 2,000 patients in case of war. Maariv also mentions that the owners of planes at a Haifa airport were ordered to remove their aircraft from the field and given no explanation why.
 
Israel Hayom reports on the ongoing coalition talks between Netanyahu and the various party leaders, and the scheduled round two of meetings between the once and future prime minister and Yesh Atid leader Yair Lapid.
 
“Netanyahu is expected to tell Lapid that he sees the ultra-Orthodox parties as partners in his future government, and that if Lapid wants to join the government, he must ease his positions — especially his demands concerning universal draft,” it reports. Israel Hayom adds that according to a source familiar with the coalition talks, “Netanyahu is interested in assembling the broadest possible government that includes Lapid, [Hatnua leader Tzipi] Livni and [Kadima leader] Shaul Mofaz from the center-left side of the political map, and the ultra-Orthodox factions and Jewish Home from the right side of the map.”
 
Yedioth Ahronoth also reports that Netanyahu and Lapid will meet on Wednesday to discuss forming a coalition with Jewish Home and Shas, and the article appears to quote the same source saying the prime minister “intends to try to convince Lapid to ease up on the issue of the draft,” and form a broad coalition.
 
It quotes sources in Yesh Atid, however, saying that it would be impossible to form a broad coalition because of the vast disparity in opinions between the parties Netanyahu aims to unite, and because a broad coalition would be bloated with ministers.
 
Makor Rishon, the religious-nationalist paper that acquired Maariv in November, reports on Hezbollah’s accusing Israel of launching “an international campaign” against it. According to the report, the Lebanese Shiite militia’s No. 2 told students that “Israel is trying to besmirch Hezbollah worldwide” and is conducting an “international fear campaign against Hezbollah because it failed in military confrontation against us.”
 
“We see Israel’s political expressions and the public accusations it disseminates in the international press, and we understand that it is trying to bring down the resistance in a political and international fashion, for in a military manner it cannot contend with us,” Sheikh Naim Kassem is quoted saying.
 
The same author, Assaf Gibor, writes a similar report in Maariv, except he leaves out the final accusatory statement and leads the article with European reactions to the Bulgarian statement accusing Hezbollah of carrying out last year’s bombing in Burgas.

Hizbullah accused Israel on Wednesday of waging an “international campaign” against it after Bulgaria implicated two individuals with links to the Lebanese Shi’ite group in a bomb attack on a bus in the Bulgarian resort of Burgas last July that killed five Israeli tourists and a Bulgarian national.

According to Al-Arabiya, Naim Kassem, the terror group’s second in command, slammed the “international campaign of intimidation waged by Israel against Hizbullah,” adding that it is “ever improving its equipment and training” in order to bring about the destruction of the Jewish state.

“[T]hese charges will change nothing,” he said, referring to the Bulgarian investigation.

Bulgaria’s Foreign Minister Nickolay Mladenov warned on Tuesday that Hizbullah’s involvement in the Burgas bombing “will not go without consequences.”

Mladenov told Al Arabiya that the possibility of labeling Hizbullah as a terrorist group has been “on the table” for quite some time, but that the Bulgarian government didn’t want to make any official comments on the issue before receiving tangible evidence.

Both Israel and the United Stated urged the European Union on Tuesday to label Hizbullah a “terrorist” organization, but Europe has until now refused to do so.

“Bulgaria’s implication of Hizbullah underscores the importance of international cooperation in disrupting terrorist threats,” the White House said in a statement. “We call on our European partners as well as other members of the international community to take proactive action to uncover Hizbullah’s infrastructure and disrupt the group’s financing schemes and operational networks in order to prevent future attacks.”

“Bulgaria’s investigation exposes Hizbullah for what it is — a terrorist group that is willing to recklessly attack innocent men, women, and children, and that poses a real and growing threat not only to Europe, but to the rest of the world,” the White House said. “We commend Bulgarian authorities for their determination and commitment to ensuring that Hizbullah is held to account for this act of terror on European soil. The United States will continue to provide the Bulgarian Government assistance in bringing the perpetrators of this heinous attack to justice.”

Congress is also increasing pressure, with some 250 House members and 76 senators signing on to a letter last September urging the European Union to “stand with the United States against Hizbullah,” The Hill reported.

“The targeting of innocents cannot be tolerated by any European Union state and must be condemned forcefully and unanimously by all member nations,” Rep. Eliot Engel (D-N.Y.), the top Democrat on the House Foreign Affairs Committee, said in a statement Tuesday. “The time is now for the EU to designate Hizbullah as a terrorist organization and punish these murderers.”
